A. 
The Planning Board heretofore established shall be continued and shall have all of the powers and duties provided by the Village Law, the General Municipal Law and the Nassau County Charter (Chapter 879 of the Laws of 1936, as amended) and any other general or special statutes, ordinances, rules or regulations now or hereafter in force.
B. 
The Board of Trustees may appoint not more than three residents of the Village as alternate members of the Planning Board.
(1) 
The terms of office of each of said members shall be two official years. If an appointment is made during an official year, such term shall end at the end of the following official year.
(2) 
The chairperson of the Planning Board may designate an alternate member to substitute for a member when such member is unable to attend a meeting or to participate in an application because of a conflict of interest or otherwise.
(3) 
When so designated, the alternate member shall possess all the powers and responsibilities of such member.
(4) 
Such designation shall be entered into the minutes of the initial meeting at which the substitution is made.
The Master Plan, or map by whatsoever name known, heretofore adopted by the Board of Trustees and the Planning Board of the Village of Kings Point, and all maps, plans and subdivision plats, heretofore adopted by the Planning Board of the Village of Kings Point, amending, modifying or supplementing the Master Plan or map so adopted, shall constitute the Master Plan of the Village of Kings Point. All maps, plans and subdivision plats hereafter approved by said Planning Board shall be deemed to be amendments of or additions to or details of said Master Plan or map of the Village.

As used in this chapter, the following terms shall have the meanings indicated:
SUBDIVISION
Includes:
A. 
The change of any lot line.
B. 
The division of any parcel of land into more than one lot, plot or site not shown on a plat previously approved by the Planning Board of the Village of Kings Point.

A person who is a member of the Board of Trustees of the Village of Kings Point shall also be eligible for membership on the Planning Board of the Village of Kings Point. However, at any one time, not more than two members of the Planning Board may be members of the Board of Trustees.

A. 
The terms of members shall be fixed so that such members serve for periods of two years.
B. 
Notwithstanding the provisions of Subsection A, members for terms of more than two years in office on the effective date of this section shall remain in office until the expiration of their present terms.
C. 
Supersession of Village Law. Pursuant to the authority granted to villages by Municipal Home Rule Law § 10(1)(ii)(e)(3), the provisions with regard to the terms of members of planning boards set forth in Subdivision 4 of § 7-718 of the Village Law are hereby superseded in their relation to the Village to the extent as set forth in this section.
