The Lawrence Village Board of Trustees hereby
enacts this article to provide a process for appointing alternate
members of the Planning Board and Zoning Board of Appeals. These individuals
would serve when members are absent or unable to participate on an
application or matter before the respective Board.

Alternate members of the Planning Board and
Zoning Board of Appeals shall be appointed by the Mayor, subject to
the approval of the Village Board of Trustees, for a term of one year.

A. The Chairperson
of the Planning Board and Zoning Board of Appeals may designate an
alternate to substitute for a member when such member is unable to
participate on an application or matter before the Board. Such designations
shall be made in rotation as nearly as feasible, so that each alternate
has an equivalent opportunity to serve. When so designated, the alternate
member shall possess all the powers and responsibilities of such member
of the Board. Such designation shall be entered into the minutes of
the initial Planning Board and Zoning Board of Appeals meeting at
which the substitution is made.
B. Alternates
shall have the right to attend all portions of meetings of the Board,
including executive sessions, if any, whether or not designated to
participate in place of a regular member. An alternate who so attends
a meeting of the Board without being so designated to substitute at
that meeting may, at the discretion of the Chairperson, sit with the
regular Board members and participate in any questions or discussions
in the same manner as regular members, but without the right to vote.
Nothing in this section shall be construed to limit the rights of
any such alternate member to participate in the same manner as permitted
for members of the public.
All provisions of state law relating to Planning
Board or Zoning Board of Appeals member eligibility, vacancy in office,
removal, compatibility of office and service on other boards, as well
as any provision of a local ordinance, shall also apply to alternate
members.
