The zoning
regulations and districts set forth herein and as outlined upon the
Official Zoning Map are established for the purpose of promoting the
health, safety, morals and general welfare of the community. They
have been designed to lessen congestion in the streets; to secure
safety from fire, panic, floods and other dangers; to provide adequate
light and air; to prevent the overcrowding of land; to avoid undue
concentration of population; to make provision for, so far as conditions
may permit, the accommodation of solar energy systems and equipment
and access to sunlight necessary therefor; to facilitate the adequate
provision of transportation, water, sewerage, schools, parks and other
public requirements. These regulations have been made with reasonable
consideration, among other things, as to the character of each district
and its suitability for particular uses, and with a view to conserving
the value of buildings and encouraging the most appropriate use of
land throughout the Village.
In interpreting and applying this chapter, the requirements contained
herein are declared to be the minimum requirements for the protection
and promotion of the public health, safety, morals, comfort, convenience
and general welfare.
