The Town Board may from time to time on its own motion, or on petition, or on recommendation of the Town Planning Board, amend, supplement, change, modify or repeal the regulations and provisions of this chapter.
A. 
Such regulations, restrictions and boundaries may from time to time be amended, supplemented, changed, modified or repealed. In case, however, of a protest against such change signed by the owners of 20% or more, either of the area of the land included in such proposed change, or of that immediately adjacent extending 100 feet therefrom or of that directly opposite thereto, extending 100 feet from the street frontage of such opposite land, such amendment shall not become effective except by the favorable vote of at least four members of the Town Board. The provisions of the following subsection relative to public hearings and official notice shall apply equally to all changes or amendments.
B. 
The Town Board by resolution adopted at a regular or special meeting shall fix the time and place of a public hearing on the proposed amendments and cause at least 10 days' notice of the time and place of such hearing to be given by publishing a notice in at least one newspaper of general circulation in the Town of Westfield and by written notice sent to the prescribed parties of any proposed change or amendment.
Whenever the owners of 50% or more of the street frontage in any district or any specified part thereof shall present to the Town Board a petition duly signed and acknowledged, requesting an amendment, supplement, change, modification or repeal of the regulations prescribed for the Zoning Maps including said district or specified part thereof, it shall be the duty of the Town Board to hold a public hearing thereon and cause notice thereof to be given in the manner prescribed above.
Before any amendment of the Zoning Map so as to create a new or enlarged C or M District, the Town Board may require the submittal of development plans, including the location and character of proposed structures and conditions of use for the premises concerned. In approving any such amendment, the Town Board may specify that no building permit shall be issued with respect to said premises, under the amended district classification, except in accordance with said plans and conditions of use as submitted or as revised to meet the requirements of the Town Board in furthering the purpose of this chapter.
