There is hereby established a Recreation and
Park Board consisting of not fewer than five members and not more
than seven members appointed by the Board of Commissioners, the size
of which shall be determined from time to time by resolution of the
Board of Commissioners.

The members of the Recreation and Parks Board
shall serve for terms of five years or until their successors are
appointed, except that members of the Board first appointed shall
be appointed for such terms that the terms of not more than two members
shall expire annually thereafter. Members of the Board shall serve
without pay. All persons so appointed shall serve their full terms
unless they voluntarily resign or are removed by the Board of Commissioners
for malfeasance or nonfeasance of duty. Vacancies on the Board, occurring
other than by expiration of term, shall be filled for the unexpired
term in the same manner as original appointments.
The Recreation and Parks Board shall review
and make recommendations to the Board of Commissioners with respect
to the following:
A. Acquisition of land, whether by gift, dedication,
devise, purchase, lease, condemnation or otherwise, for the purpose
of making, enlarging and maintaining public parks and recreation areas
and facilities.
B. Acquisition, construction, improvement, maintenance,
care and replacement of facilities and equipment.
C. Supervision, maintenance and regulation of parks,
recreation areas and facilities.
D. Development and reevaluation of the objectives of
public recreation services in the Township according to current and
future needs, and plans and general policies to meet those objectives.
E. Maintenance of the highest quality of recreation service.
F. A comprehensive recreation and parks plan to provide
an adequate system of recreation areas and facilities.
G. The introduction of new ideas, programs, policies
and procedures for which the Board will serve as a forum for citizen
participation.
H. A sound fiscal plan and budget to achieve recreation
goals.
I. With respect to public or private recreation land
and related facilities of applicants or developers, when so requested
by the Planning Commission or Board of Commissioners, to review and
make recommendations to the Planning Commission or Board of Commissioners
.
J. Such other related matters as shall be determined
by the Board of Commissioners.
The members of the Recreation and Parks Board
shall elect their own Chairman and such other officers as they may
deem necessary for the orderly procedure of its business. Terms shall
be for a period of one year. The Board may adopt rules and procedures
for the conduct of all business within its jurisdiction. The Board
shall hold regular meetings at such time and place as it may designate.
The Recreation and Parks Board shall submit
an annual report at the regular December meeting of the Board of Commissioners
including an analysis of the Township recreation areas, facilities
and leadership with particular reference to the extent and adequacy
of the program and its effectiveness in view of the public expenditure
involved and the public needs to be met.
