As used in this article, the following terms shall have the meanings indicated.
DOG
Both male and female, bitch or spayed bitch.
DOG OF LICENSING AGE
Any dog which has attained the age of seven months or which possesses a set of permanent teeth.
Any person who shall own, keep or harbor a dog of licensing age in the Township of Pilesgrove shall, in the month of January of each year, apply for and procure from the Township Clerk of the Township of Pilesgrove a license and official registration tag for each such dog so owned, kept or harbored, and shall place upon each such dog a collar or harness with the registration tag securely fastened thereto. License forms and uniform official metal registration tags shall be issued and shall be numbered serially and shall bear the year of issuance and the name of the Township of Pilesgrove.
A. 
License fee.
(1) 
No dog or dogs shall be kept in the Township of Pilesgrove, County of Salem, State of New Jersey unless licensed under the laws of the State of New Jersey and the Township of Pilesgrove. The sum for an annual license shall be $15 for neutered/spayed dogs and $18 for nonneutered/nonspayed dogs. There shall be imposed a late fee of $20 for any lapsed license or license assessed for late payment of the annual license fee. Such late fee shall take effect on April 1 of the licensing year. In addition thereto, the current fees required shall be forwarded to the New Jersey Department of Health for rabies control and to the State Treasurer for animal population control must also be paid.
(2) 
The fees shall be due on or before January 31 of each year. Said license shall be valid for the year issued and shall expire January 31 in the calendar year next following issuance. Effective April 1 of each year, if no license is obtained, there shall be imposed a late fee of $20, which fee shall be in addition to the annual license fee. The Dog Registrar may, in his or her sole discretion, waive the late fee any time prior to April 15 of each year, if the dog owner can prove the proper documentation that he or she was unable to obtain the dog license due to a medical condition of the dog or the owner. The late fee may not be waived in the second of two consecutive years.
(3) 
The Clerk of the Township of Pilesgrove shall forward to the State Department of Health each month, on forms acceptable to the State of New Jersey, information contained in dog license applications, and the fees due and payable for rabies control and animal population control.
Dogs used as guides for blind persons, commonly known as "Seeing Eye" dogs; to assist handicapped persons, commonly known as "service dogs"; or to assist deaf persons, commonly known as "hearing ear" dogs, shall be licensed in the same manner as other dogs, except that the owner or keeper shall not be required to pay any fee.
The information provided to the Dog Registrar shall state the breed, sex, age, color and markings of the dog for which the license and registration are sought, and whether it is a long-haired or short-haired variety, and also the name, street and post office address of the owner and the person who shall keep or harbor such dog.
No license to own, keep or harbor a dog shall be issued to or in the name of a minor.
Any person who shall bring or cause to be brought into the Township of Pilesgrove any dog licensed in a state other than New Jersey for the current licensing year and shall keep the same in said Township for a period of more than 90 days shall immediately apply for a license and registration tag for such dog. If the dog is brought into the Township on or before September 1 and the dog is not registered within 120 days, late fee amounts as outlined in § 56-3 shall apply; if the dog is brought into the Township after September 1, then registration shall occur as required pursuant to §§ 56-2 and 56-3.
Any person who shall bring or cause to be brought into the Township of Pilesgrove any unlicensed dog and shall keep the same in said Township for a period of more than 10 days shall immediately apply for a license and registration tag for such dog.
The owner or keeper of any newly acquired dog of licensing age or of any dog that attains licensing age shall apply for a license and registration tag for such dog within 10 days after such acquisition or age attainment. If the dog is newly acquired or reaches licensing age on or before December 1, and the dog is not registered within 30 days, late fee amounts as outlined in § 56-3 shall apply. If the dog is newly acquired or reaches licensing age after December 1, registration shall occur as required pursuant to §§ 56-2 and 56-3.
Any person, firm, partnership, corporation, association or organization of any kind who violates any provision of this article shall be liable to a penalty of not less than $5 nor more than $500 for each offense committed or may be imprisoned in the Salem County Jail for a period not exceeding 10 days in the case of a first conviction and, in the case of a conviction for a second, subsequent or continuing violation, for a period not exceeding 90 days, or both such fine and imprisonment.
The provisions of this article shall be in addition to the provisions and penalties of any and all statutes of the State of New Jersey relating to rabies and control of dogs.
