There shall be a Department of Public Works in the Borough of Woodcliff Lake, the head of which shall be the Superintendent of Public Works. He shall be appointed by the Mayor, with the advice and consent of the Council, for a term of one year. Vacancies occurring in the office of Superintendent of Public Works shall be filled in the same manner for the unexpired term only.
A. 
Under the supervision and direction of the Superintendent, the Department of Public Works shall:
(1) 
Have charge of all public works within the Borough of Woodcliff Lake, including roads, streets, sidewalks, curbing and drainage systems, highways, public parks and public places.
(2) 
See that any drainage systems of the Borough of Woodcliff Lake are properly flushed from time to time and that they are kept free from obstructions.
(3) 
Carry out and enforce any provisions of this revision or other ordinance of the Borough of Woodcliff Lake concerning storm drains and street maintenance.
(4) 
Advise the Chairman of the Public Works Committee of the Borough Council of all necessary repairs to be made to public roads in the Borough of Woodcliff Lake and see that repairs are carried out when authorized.
(5) 
Remove or cause to be removed all obstructions or encumbrances upon any streets, avenues, roads, highways, public parks and public places in the Borough of Woodcliff Lake.
B. 
The Superintendent of Public Works shall have the power, subject to the approval of the Mayor and Council, to hire all necessary laborers and other employees to carry out any work or duties assigned to him by any provision of this article or any other ordinance of the Borough of Woodcliff Lake. He shall keep suitable books and records in his office for the purpose of maintaining an accurate account of all moneys expended by him and an accurate account of all persons employed by him, indicating the time of employment and nature of the work performed and the duration of the work. This subsection shall not be deemed to authorize the Superintendent of Public Works to expend any moneys of the Borough of Woodcliff Lake or to obligate the Borough for the expenditure of any moneys without prior written authorization of the Mayor and Council.
C. 
The Superintendent of Public Works shall furnish a monthly report to the Mayor and Council in such form as they shall prescribe, which report shall describe all of the Department activities of the Public Works during the preceding month.
