Due to the increasingly heavy flow of motor vehicular traffic on the streets and highways within the Municipality of Monroeville and due to the heavy flow of motor vehicular traffic to and from private business establishments adjacent to said streets and highways, it has become necessary to regulate the outdoor display of wares and merchandise stored, parked or displayed on private property to improve visibility and observance of oncoming traffic.
From and after the effective date of this article, it shall be unlawful to store, park or display wares or articles of merchandise, whether or not offered for sale, on that portion of any lot within the Municipality of Monroeville lying within 10 feet of the right-of-way line of any Municipality, county or state street or highway.
Any storage, parking or display of wares or merchandise within the right-of-way limits of any state, county or Municipality street or highway is prohibited.
This article shall apply equally to all properties within the Municipality of Monroeville presently used in whole or in part for the outdoor display of such wares or merchandise, as well as other properties not presently so used.

Any person violating any provision or regulation of this article shall, after reasonable notice and upon conviction thereof before any District Justice, be fined a sum not exceeding $600, plus costs of prosecution, and, upon default of payment of said fine and costs, may be committed to imprisonment in the Allegheny County Jail for a period not exceeding 30 days. Each day that a violation is permitted to exist after written notice has been served by the Municipal Manager shall constitute a separate offense and may be punishable as such hereunder.
