Council shall establish by ordinance a personnel
system based upon merit, which system shall not be inconsistent with
any rights or benefits of employees of the Municipality.
All appointments and promotions of officials
and employees of the Municipality shall be made solely on the basis
of merit and fitness demonstrated by examination or other evidence
of competence. The system established by Council shall include as
a minimum, but not be limited to:
A. The classification of all municipal positions, based
on the duties, authority and responsibility of each position, with
adequate provision for reclassification of any position whenever warranted
by change of circumstances.
B. A pay plan for all municipal positions.
C. Methods for determining the merit and fitness of candidates
for appointment or promotion.
D. Grievance procedures, including procedures for the
hearing of grievances.
E. The policies and procedures regulating reduction in
force and disciplinary action, including suspension and removal of
employees.
F. The hours of work, and provisions for sick and vacation
leave and holidays, and provisions for overtime and compensation.
G. The policies and procedures governing persons holding
provisional appointments.
H. The policies and procedures governing relationships
with employee organizations.
