The short title of this ordinance shall be the
"Palmer Township Basic Fire Prevention Ordinance."

The publication entitled the "International
Fire Code/2018" and its errata sheets, published by the International
Code Council, hereinafter called the "code," is hereby accepted, adopted
and incorporated herein by reference in its entirety, except as may
be hereinafter otherwise indicated, as the Palmer Township Basic Fire
Prevention Code. Wherever in said code blanks appear, the obvious
required or indicated insertions are to be considered made; and wherever
in said code the words "municipality" or "name of municipality" appear,
the words "Palmer Township" are to be considered as inserted.

All outside burning is prohibited except as
required by permit in code Section 307.2. In addition, only bonfires
approved by the Palmer Township Board of Supervisors may be allowed
and will be required the issuance of a permit.

To guarantee access by fire vehicles, the fire
official, as defined by the code, may require that any owner, as defined
by the code, of a shopping center or other large public building mark
and set aside fire zones in which parking of motor vehicles and storage
of materials shall be prohibited. Such marking shall consist of metallic
signs or painted lines, or both, bearing the legend "No Parking — Fire
Zone" or "No Parking — Fire Lane." No person shall
park any motor vehicle or store any materials in or block in any way
any fire zone so established. Any township police officer shall have
the authority to enforce this section of the Palmer Township Basic
Fire Prevention Ordinance.
No hospital, nursing home, rest home, sanitarium
or other establishment catering to sick, injured, infirm or helpless
persons shall be constructed or operated within Palmer Township which
is not equipped with an automatic sprinkler system or other automatic
fire-detection and extinguishing system.

The enforcement officer for this code shall
be the Fire Commissioner, the Building Inspector or the Township Fire
Marshal or Assistant Fire Marshal.

Required permits may take the form of letters
on official stationery, and the permit fee shall be set by resolution
of the Township Supervisors.
All ordinances and parts of ordinances inconsistent
herewith are hereby repealed.
The provisions of this ordinance are severable.
If any sentence, clause or section of this ordinance, including the
code, is for any reason found to be unconstitutional, illegal or invalid,
such unconstitutionality, illegality or invalidity shall not affect
or impair any of the remaining provisions, sentences, clauses or sections
of this ordinance, including the code. It is hereby declared to be
the intent of the Board of Supervisors of Palmer Township that this
ordinance would have been adopted had such unconstitutional, illegal
or invalid sentence, clause or section not been included herein or
in the code.

A. Any person as defined in the code who violates any
of the provisions of this ordinance, or any person as defined in the
code who takes part or assists in any such violation, shall be liable,
upon conviction before any Alderman, District Magistrate or Justice
of the Peace, to pay a fine or penalty to the township, and for the
use of the township, in an amount not to exceed $1,000 or to be sentenced
to imprisonment in the county prison for a period not exceeding 30
days, as provided by law.
B. Each day of violation of the particular code or ordinance
applicable shall be considered a separate offense, for which the fines
and penalties stated herein may be imposed on a daily basis.
