It shall be unlawful for any person, persons, firm or corporation owning property in the Borough of Wilson, Northampton County, Pennsylvania, to lay or have laid any sidewalk, curb or gutter along the streets and alleys of the Borough of Wilson unless a permit shall have been first issued therefor by the Secretary of the Borough of Wilson or by such other officer as shall be designated by the Council of the said Borough of Wilson and until the line and grand thereof shall have been given by the Engineer of the said Borough of Wilson.
The Secretary of the said Borough of Wilson or the duly appointed officer as aforesaid shall receive, for the use of the Borough of Wilson, the sum of $3 for every permit granted to lay a sidewalk, curb and gutter where the length thereof shall be 50 feet or less and the sum of $0.04 per foot for each additional foot over 50 feet.
All permits issued under the provisions of this article shall be numbered and two duplicate copies thereof shall be made, one for the use of the Borough Engineer and the other for the records of the said Borough of Wilson.
Any person, persons, firm or corporation having secured a permit for the laying of sidewalks, curbs and gutters, after notice to the Borough Engineer of his or its intention to proceed with the work within a period of not less than three days, shall have the line and grade thereof suitably indicated by the Engineer of the said Borough of Wilson.

If, after the line and grade have been indicated by the Borough Engineer for the laying of sidewalks, curbs and gutters under any permit issued under the provisions of this article and due to the failure of the person, persons, firm or corporation to use said permit within a reasonable time or due to the failure of the said person, persons, firm or corporation to protect the stakes and marks placed and established by the said Borough Engineer, the stakes and marks are disturbed or destroyed, it shall thereupon be necessary for said person, persons, firm or corporation to secure another permit before the Borough Engineer shall be authorized to again give the line and grade for the laying of said sidewalks, curbs and gutters. Said permit is to be issued and charged for as provided in § 150-2.

Any person violating any of the provisions of this article shall, upon conviction thereof, be punishable for each offense by a fine of not more than $300 and costs of prosecution or, upon default in payment of the fine and costs, by imprisonment in the county jail for a period not to exceed 30 days.
