A. 
All applicants for construction permits shall have the application reviewed by the Township Code Enforcement Officer to determine whether stormwater runoff control is required for the issuance of a construction permit. The factors to be considered in making this determination are set forth in the Stormwater Runoff Worksheet.[2]

B. 
In the event stormwater runoff control is required, the applicant shall be notified in writing of the ordinance requirements for the required volume of storage and testing procedures.
C. 
Stormwater runoff control shall consist of underground storage and percolation equal to or greater than the stormwater runoff for the one-hundred-year storm created by the proposed construction.
D. 
Stormwater runoff shall be directly connected to the underground storage facility from existing or proposed downspouts and/or impervious surface. Managing runoff on the property having the same or greater square footage as the proposed construction may be exchanged for managing runoff from the new improvement.
E. 
Percolation test.
(1) 
Once the applicant has determined a location for the underground storage facility, a hole must be dug at that location to the proposed bottom elevation of the underground facility. A percolation test will be performed, which consists of filling the hole with water and measuring, from the original ground level, the drop in water surface every five minutes for 30 minutes. This test will be witnessed by the Township Code Enforcement Officer, the Township Inspector or another designated person.
(2) 
The percolation test can fail for one of the following reasons:
(a) 
Groundwater encountered above the bottom of the storage facility.
(b) 
Rock encountered above the bottom of the storage facility.
(c) 
The drop in the percolation test water surface elevation is less than 3/8 of an inch in the thirty-minute test period.
(3) 
Should the percolation test fail, the applicant shall be responsible to provide a fee in lieu of the underground storage facility as set forth in No. 5 of the Stormwater Runoff Worksheet. This fee shall be revised periodically by the Township to reflect a comparable value of the system not installed. This fee will be placed in a Township Stormwater Management Account to provide future Township stormwater management facilities or activities or to reduce the indebtedness of previous Township stormwater management facilities or activities.
F. 
The underground storage facility can be a hollow structure or a volume of clean No.57 stone wrapped in a geotextile filter fabric. (See the Stormwater Runoff Worksheet for the calculations of both volumes). The proposed underground storage facility shall be approved by the Township Code Enforcement Officer and the physical construction of the facility shall be witnessed by the Township Code Enforcement Officer, Township Inspector or another designated person.
G. 
Springfield Township and everyone acting on its behalf shall not be responsible for subsurface geological conditions which may create adverse conditions on the applicant's property. An applicant may be permitted to provide a fee in lieu of underground stormwater storage after providing sufficient proof of potential adverse conditions being created. This proof shall be generated by a professional engineer or geologist registered in the Commonwealth of Pennsylvania and the proof shall be reviewed by Township staff.
