From and after the passage of this chapter it shall be unlawful for any person to place, post, paste or tack an advertisement of any kind upon any telephone pole, telegraph pole, electric light pole, electric trolley pole, or any other pole in or upon any of the highways of the Borough of Emsworth.
It shall be unlawful for any person, other than the owner or tenant of the premises, to place, post, paste or tack an advertisement of any kind upon any fence, building, or outhouse erected on the line of any of the highways of the Borough of Emsworth.
Every advertisement placed or posted in violation of this chapter is hereby declared to be a public nuisance and the Street Commissioner, Ordinance Officer, and police officers of the Borough are hereby directed to take down and remove any and all advertisements placed or posted in violation of this chapter.
Any person violating §§ 57-1 and 57-2 of this chapter shall, upon conviction thereof by any District Justice or other court of competent jurisdiction, be sentenced to pay a fine of not more than $600 for each offense, plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment not to exceed 30 days; said fine to be recovered for the use of the Borough as fines and penalties are by law recoverable.
