Meetings of the Borough Council shall be held in the Municipal Building, and regular meetings thereof shall be held monthly on a date and time to be determined by Council. All manner of business may be transacted at a regular or special meeting. Special meetings may be called by the President of Council or upon written request of at least 1/3 of the members of Council. Members shall have at least 24 hours' notice of special meetings. The notice shall state whether it is for general or special purposes, and if it is for special purposes, the notice shall contain a general statement of the nature of the business to be transacted. Presence at a meeting constitutes waiver of notice.

In the conduct of the Council's business, the ordinary rules of parliamentary practice shall prevail, and until changed by a vote of the majority of the members of Council, the following designated parliamentary practice is adopted: "Robert's Rules of Order Revised."
When notices are required by law or ordinance, they may be served in any manner prescribed by law or ordinance, and where there is no provision for the serving of notices, then written notices shall be served by any police officer of the Borough or by the Borough Secretary.
