Certain additional words and terms used herein are
defined as follows:
DEAD-END STREET
A street or portion of a street with only one vehicular traffic
outlet.
DEVELOPMENT PARKLAND
The area within a proposed subdivision or cluster development that is shown on the Parks and Open Space Map as parks, playgrounds or other public use or open space intended for the recreational use of residents of the Village of Irvington, plus the area within a proposed subdivision or cluster development burdened by easements required to be dedicated by §
188-20L of these regulations.
EASEMENT
Authorization by a property owner for the use by another,
and for a specific purpose, of any designated part of his property.
IN-LIEU FEE
A fee in an amount to be determined by the Board of Trustees. (NOTE: See Chapter
114, Fees and Charges.) Such fee shall be paid to the Village Recreation Site Acquisition and Improvement Fund and used, among other things, to acquire and maintain open space and increase recreation opportunities. The in-lieu fee must be paid prior to the signing of the subdivision plat by the Chairman of the Planning Board and is calculated based on the fee in effect when the subdivision plat is signed.

LOT FRONTAGE
The continuous linear measurement of the length of the street line of a lot. All lots shall have a minimum frontage on a public street as specified in Chapter
224, Zoning. The minimum amount of frontage shall be that specified in the zoning district in which the property is situated or, if none is specified, shall be the lot width required in the zoning district in which the property is situated. Frontage on private streets shall be deemed acceptable only if such streets are designed and improved in accordance with §
188-17A of the Subdivision Regulations.

MINOR STREET
A street intended to serve primarily as an access to abutting
properties.
OFFICIAL MAP
The map established by the Village Board under § 7-724
of the Village Law showing the streets, highways and parks theretofore
laid out, adopted and established by law, and any amendments thereto
adopted by the Village Board, or additions thereto resulting from
the approval of subdivision plats by the Planning Board and the subsequent
filing of such approved plats.
PRELIMINARY LAYOUT
The preliminary drawing or drawings indicating the proposed
manner of layout of the subdivision to be submitted to the Planning
Board for its consideration.
SECONDARY STREET
A street which serves, or is designed to serve, as a traffic
way for a neighborhood or as a feeder to a major street, and is so
designated on the Village Development Plan.
STREET
Includes streets, roads, avenues, lanes or other ways.
STREET PAVEMENT
The wearing or exposed surface of the roadway used by vehicular
traffic.
SUBDIVIDER
Any person, firm, corporation, partnership or association
who shall lay out, for the purpose of sale or development, any subdivision
or part thereof as defined herein, either for himself or others.
SUBDIVISION
(1)
The division of a parcel of land into two or
more lots, plots, sites or parcels for the purpose of transfer of
ownership or building development or, if a new street is involved,
any division of a parcel of land. The term "subdivision" includes
resubdivision and, when appropriate to the context, shall relate to
the process of subdividing or to the land subdivided.
(2)
The division of a parcel of land into two more
lots shall not be deemed to constitute a "subdivision" if such division
involves only a change in one or more property lot lines where existing
lots or parcels are divided in such a manner as not to:
(a)
Involve the creation of a new lot or parcel;
and
(b)
Decrease the area or lot dimensions or required yards of any existing lot or parcel below the minimum requirements of Chapter
224, Zoning, for the district in which the property is located.
SUBDIVISION PLAT
The final map or drawing on which the subdivider's plan of
subdivision is presented to the Planning Board for approval and which,
if approved, will be submitted to the County Clerk for recording.
VILLAGE DEVELOPMENT PLAN or VILLAGE PLAN
The Comprehensive Land Use Plan for the Village of Irvington,
adopted by the Board of Trustees on January 21, 1980, as modified
by a local law adopted by the Board of Trustees on February 27, 1989,
and any amendments thereto.

VILLAGE ENGINEER
The duly appointed Village Engineer of the Village of Irvington,
New York, or, if no such Village Engineer shall then be in office,
the Superintendent of Public Works of said Village.
