The discharge of scavenger wastes will be permitted only with the approval of the City Engineer. Persons desiring to discharge scavenger wastes into sewerage facilities shall be required to obtain a permit from the Director of Public Works.
The Director of Public Works may require discharging at only certain locations within the POTW, and only at certain times, and on only certain days of the week, or seasons of the year as shall be stated on said license or as may be relocated by the Director of Public Works, after appropriate notice. The time and conditions for permissible discharge shall be as set forth on the permit, or as may be revised by the Director of Public Works, after appropriate notice. The waste must comply with the concentration limits in § 567-13 and prohibitions in § 567-8 of this chapter as well as any other requirements established by the City.
A. 
The applicant for a permit shall be the owner or lessee of the vehicle or vehicles hauling scavenger wastes. All permits issued by the Director of Public Works shall be for a maximum of one year. Applicants for such permit shall apply on a form provided by the Director of Public Works. These forms may require information such as vehicle specifications, vehicle license number, vehicle color, NYSDEC permits issued under 6 NYCRR 364, approximate annual septage volume expected, service area, and any other information that the Director of Public Works may require, to determine whether the trucked or hauled wastes could adversely impact the POTW. The application shall be accompanied by a fee prescribed by the Director of Public Works, not to exceed $100.
B. 
All acts performed under the terms and conditions of the permit shall be subject to supervision or inspection by the Director of Public Works. False or deliberately misleading information on an application for a permit invalidates any permit issued subsequent to the approval of said application and exposes the applicant to possible enforcement action under Article XI. Failure to adhere to the terms or conditions of the permit or violation of the rules and regulations or other ordinances regulating scavenger waste disposal shall be grounds for suspension or revocation of the permit by the Director of Public Works. Hearings to reinstate a permit shall be initiated by petition of the party desiring reinstatement.
C. 
No permit shall be issued unless the licensee is duly permitted by the NYSDEC under 6 NYCRR 364 ("364 permit"). If, for any reason, the 364 permit is revoked, the 364 permit lapses or becomes invalid, then the permit issued under this article shall become invalid immediately. All acts performed in connection with the license shall be subject to the inspection and regulations, as established by the Director of Public Works, the terms and conditions of the license and all local and general laws, ordinances, and regulations which are now or may come into effect.
A. 
Each discharge of trucked or hauled wastes shall be made only with the approval of the Director of Public Works. The Director of Public Works may require inspection, sampling, and analysis of each load prior to the discharge of a load. Any extra costs associated with such inspection, sampling, and analysis shall be paid by the permittee.
B. 
Discharge of scavenger wastes shall be made under individual tickets for each load to be discharged under the terms of the permit. Rates charges for the tickets shall be those rates determined by the Director of Public Works.
