It shall be the duty of the Director of Development
and Planning to assign or reassign property numbers to all land parcels,
primary buildings, and dwelling units within the City of Canandaigua.
[Amended 6-19-1997 by Ord. No. 97-014]
A. Property numbering shall be uniform, based on street
frontage, with beginning and ending ranges assigned to each street.
(1) In general, the frontage interval unit between property
numbers shall be 10 linear feet.
(2) Property numbers within the City of Canandaigua shall
not exceed three digits in length.
B. Property numbers shall be assigned consecutively along
streets.
C. For the purpose of assigning property numbers, a north-south
axis and an east-west axis shall be established. All property numbers
shall increase with distance from the relevant axis.
(1) The north-south axis shall be established as the center
line of Main Street.
(2) The east-west axis shall be established by lines radiating
east and west from the center of the Public Square, perpendicular
to the north-south axis.
D. The property numbers on parallel streets should be
comparable.
E. Except as otherwise specified by this chapter, properties
on the south and east sides of streets shall have odd numbers, and
properties on the north and west sides of the streets shall have even
numbers.
[Amended 11-3-1994 by Ord. No. 94-10]
F. All property addresses (number and street or complex
designation) for tax parcels shall match the address for the principal
structure on the parcel.
(1) Vacant properties shall be assigned property numbers
based upon the midpoint their frontage on the adjacent street.
(2) "Flag lots" and corner lots shall be assigned a property
address based upon the location of the driveway by which the property
is accessed.
[Added 11-3-1994 by Ord. No. 94-10]
G. In the case of curvilinear or looped streets, or other
streets not conforming to a north-south/east-west grid pattern, the
following principles shall generally govern the assignment of property
numbers:
(1) To the extent possible, numbers shall approximate
the numbers which would have been assigned if the street had conformed
to a grid pattern, based upon distance from the appropriate north-south
or east-west axis.
(2) In the case of a street which has no direct through
connection to either the north-south or east-west axis and which does
not conform to a grid pattern, the property numbers for that street
may indicate the distance from the point at which said street originates,
rather than the distance from an axis.
(3) If a street changes direction drastically and for
a substantial length, the numbering pattern should be changed to reflect
the orientation to the appropriate axis.
(4) Numbers on a curvilinear, or diagonal street should
be based on the predominant direction of the street.
(5) On circle streets or looped streets (which begin and
end on the same street of origin), numbers shall correspond with the
numbering on the street where the circle originated. Even numbers
shall be put on the inside of the circle, and odd numbers on the outside
of the circle, or vice versa, depending upon the predominant orientation
of the street.
(6) In the case of circle or looped streets, because there
will be a greater number of properties on the outside than the inside
of the circle, numbers shall be assigned in a regular manner to the
side of the street having the greatest frontage along the street,
using consecutive odd or even numbers. Numbers should then be assigned
to the side having the shorter frontage so that these numbers correspond
with properties on the opposite side of the street.
H. Dwelling units within a single two-family or three-family
residential structure on a single tax parcel shall be numbered according
to the property (parcel) address, followed by the prefix "unit" (no
abbreviation) and the unit number (1, 2, 3).
(1) In the case of two- or three-family dwelling consisting
of an owner-occupied base unit and one or two accessory units, the
owner-occupied unit shall be addressed in the conventional manner
(corresponding to the property address on the tax roll), and each
accessory unit shall be designated by the property address, followed
by the prefix "APT" and an apartment number (1, 2).
(2) Rooming units within a rooming or boarding house shall
be designated by the property address followed by the prefix "RM"
and a room number.
(3) In the case of a two- , three- , or four-family dwelling
located at the intersection of two streets, where one of the units
is located in a section of the building which is separate from the
other unit(s), and the entrance to said unit is so located as to not
be apparent from the street upon which the address of the structure
is based, the Director of Development and Planning may, after consultation
with the Police Chief and Fire Chief, assign that unit an address
which is based upon the intersecting street.
[Added 6-19-1997 by Ord. No. 97-014]
I. In multifamily complexes, apartment units shall be
addressed in one of two ways depending on the number of dwelling units:
(1) Multifamily complexes with more than one primary structure or more than nine dwelling units shall be assigned an official complex name, which shall be used instead of a street name per §
596-3E(1). Individual dwelling units shall be consecutively numbered within the complex.
[Amended 11-3-1994 by Ord. No. 94-10]
(2) A single multifamily structure with between four and
nine units on a single tax parcel shall be assigned a property number
based upon its location on the abutting public street. Each unit within
the structure shall be assigned an apartment number, which shall be
indicated by the prefix APT.
J. Single-family attached dwelling units (townhouse or
"zero lot line") shall be assigned individual property numbers, with
no unit identification.
K. Within mobile home parks, number assignments shall
generally follow the principles of this section except that lot numbers
shall begin with number one and increase consecutively within the
park, with no duplication of numbers, even on parallel streets.
L. In commercial complexes with multiple tenants, the
method of address assignment shall depend upon ownership patterns,
as follows:
(1) If six or more businesses exist on a single tax parcel, whether housed in a single structure or multiple structures, the complex shall be assigned an official name, per §
596-3E(1). Each occupancy unit shall be assigned a number. Numbering conventions within such complexes shall generally follow the principles of this section.
(2) In the instance where multiple tax parcels exist within
a commercial complex which has a single name and identity, the address
for each parcel shall be based upon the name of the complex, rather
than the name of the abutting street, and property number assignments
for each parcel shall be based upon the numbering pattern within the
complex.
(3) Individual address numbers based upon location along
the abutting public street shall be assigned only in those instances
in which separate parcels exist, each of which is occupied by a single
separate business. Such property numbers shall follow the principles
of this section.
(4) In the instance of a single commercial structure housing
more than one but fewer than six separate businesses, the structure
shall be assigned a property number based upon its location on the
abutting public street. Each occupancy unit within the structure shall
be assigned a suite number, which shall be indicated by the prefix
"Suite" (STE).
M. In the case of mixed use (commercial/residential)
structures, the structure shall be assigned a property number based
upon its location on the abutting public street. If there is more
than one commercial tenant, each commercial unit shall be assigned
a suite number. Each residential unit shall be assigned an apartment
number, which shall be indicated by the prefix APT.
N. In the instance of a single parcel with multiple dwelling
units, rooming units, and/or commercial occupancies, the assignment
of unit, apartment, room or suite numbers shall be progressive in
the same pattern as property numbers, based upon the orientation of
the unit entrance to the appropriate axis. Unless the exterior door
locations indicate otherwise, number shall be assigned first to ground
level units, then to upper story units.
O. In the case of private streets serving fewer than
five parcels of individually numbered buildings, property numbers
shall be assigned along the public road from which the private street
is accessed.
P. In the case of a "landlocked" building or parcel without
frontage on a public or private street, the address shall be assigned
based upon the public street by which access to the property is granted
through right-of-way or easement.
