1, General Provisions, Art. I)]
The Borough Council of Emsworth Borough does
hereby elect to utilize an excessive speed preventor (ESP) device,
the make and model of which is Model TK100 Systems Innovation Inc.,
the VASCAR Plus Device or any other speed detection device approved
by the Commonwealth of Pennsylvania.
The operator of the ESP and VASCAR Plus must
be properly instructed and certified to use the equipment.
The date, time and place of utilizing the equipment
shall be in the sole and absolute discretion of the Chief of Police
or his designated representative.
