The method of numbering residences and buildings in the City as indicated
on the draft or plan now on file in the office of the City Engineer is hereby
approved as the official method and plan for numbering residences and buildings
in the City.
It shall be the duty of the City Engineer to notify all owners or occupants
of buildings, the numbers of which in such plan are not the same as now existing,
of the change of official number of such building, and it shall be the duty
of the owner or occupant of the building so notified to number such building
in accordance with such notice within 30 days from the receipt of notice.
Any person hereafter constructing a new building shall make application
to the office of the City Engineer for the number of such building on the
official plan, and the same shall be furnished by the City Engineer on request.
No other number than the official number shall be displayed on such building.

The figures used in forming such number shall not be less than four
inches in height and be so located as to be plainly visible from the street
or on approach to such building, and unless the buildings are legibly and
visibly numbered in accordance with the official plan, the Post Office Department
may refuse to deliver mail to such building until such time as official numbers
are so placed.

Any person who shall violate any of the provisions of this chapter shall,
upon conviction thereof before a District Justice, be subject to a fine of
up to $300 and costs of prosecution and, in default of payment of such fine
and costs, shall be subject to imprisonment in the county jail for up to 90
days. In addition, the City, by its proper officers, may enter upon the nonconforming
premises and place proper official numbers thereon at the cost to the owner
or occupant who failed so to do, with an additional penalty of 25%.
