All persons owning or possessing any icebox, refrigerator, deep freeze or other storage container which can be opened only from the outside shall, before abandoning, discarding or discontinuing the use thereof for refrigeration or storage purposes, leave the same in such condition that all doors can be opened from the inside or have all doors removed from the same.
Any person violating or causing the violation of § 209-1 shall be fined not more than three hundred dollars ($300.) and, in default of payment of fine and costs, shall be imprisoned not more than ninety (90) days. Each day of a continued violation shall constitute a separate offense.
