Local laws shall be enacted pursuant to the procedures outlined
in Municipal Home Rule Law § 20, including all amendments
and revisions thereto and recodifications thereof, and, if applicable,
New York State Village Law § 7-706, Subdivisions 5 and 7,
including all amendments and revisions thereto and recodifications
thereof. In accord with the authority provided the Village Board of
the Village of Lancaster by Municipal Home Rule Law § 20(5),
the public hearing notice as otherwise required by the Municipal Home
Rule Law shall be on at least three days' notice.
The Board of Trustees shall attend at the time and place appointed
for such hearing, which shall be within the Village and reasonably
accessible and at a reasonable hour, and shall afford an opportunity
for a public hearing concerning such proposed local law.
Proof of publication of such notice of public hearing shall
be filed in the office of the Village Clerk.
