§ 47-1 Creation; membership.

A Planning Commission is hereby created, as authorized by Article 12-A of the General Municipal Law. Such Planning Commission shall consist of seven members and three designated alternates to be appointed by the Village Board of Trustees of the Village of Lancaster.

§ 47-2 Terms of office; vacancies.

A. 
The term of office of the original appointees shall be as follows:

(1) 
Two for a term of one year.
(2) 
Two for terms of two years.
(3) 
Three for terms of three years.
B. 
At the expiration of such terms, the terms of office of their successors shall be three years so that the term of office of at least 1/3 of such Commissioners, as nearly as possible, shall expire each year.
C. 
All appointments to fill vacancies shall be for the unexpired term. Not more than 1/3 of the members of said Commission shall hold any other public office in said Village.
D. 
The term of office of the designated alternates shall be one year. However, the term of office of the original designated alternates shall be for the balance of the official year.

§ 47-3 Chairperson; salaries; expenses.

The Planning Commission shall, during its first meeting following the April organizational meeting of the Village Board, elect a chairperson from the seven members of the Planning Commission. If, during such meeting, no nominee gathers a number of votes representing a majority vote of the seven members, the Planning Commission Secretary shall, within three calendar days, so report to the Village Board. The Village Board will thereafter designate a Planning Commission Chairperson for the balance of the official year. Until such time as a chairperson is elected by the members of the Planning Commission or designated by the Village Board, the Chairperson of the Planning Commission, having last duly entered the duties of his office, shall hold over and continue to discharge the duties of his office after the expiration of the official year for which he was chosen until his successor shall be designated and qualified.

§ 47-4 Secretary.

The Village Board shall appoint a Secretary to the Planning Commission. The Village Board shall consider any nominee who may be recommended by the Planning Commission. The Secretary shall keep minutes and perform those other duties which may be designated by the Planning Commission. The Secretary shall be considered an employee at will, whose employment may be terminated by the Village Board at any time.

§ 47-5 Designated alternates.

The Village Board of Trustees of the Village of Lancaster shall at the time of appointment of each of the three designated alternates identify each designated alternate as "first," "second" or "third" designated alternate. In the event that one or more of the seven members or designated alternates of the Planning Commission are unable to attend an official proceeding of the Planning Commission, designated alternates shall, in the ascending numerical order in which they are designated, participate as members, as necessary to attain participation of up to seven individuals during such official proceeding.

§ 47-6 Statutory authorization.

The Planning Commission hereby created by the Village Board of the Village of Lancaster, is so created under Article 12-A of the General Municipal Law.
