Pursuant to the provisions of N.J.S.A. 40A:12A-1 et seq., the Local
Housing Authorities Law, there shall be in the City of Salem, a body corporate
and politic, to be known as the "Housing Authority of the City of Salem."
Pursuant to N.J.S.A. 40A:12A-17, the Housing Authority shall consist
of seven members known as "Commissioners." The Council shall appoint five
Commissioners of the Housing Authority; and the Commissioners first appointed
by said Council shall be designed to expire December 31, 1963, December 31,
1964, December 31, 1965, December 31, 1966, and December 31, 1967, respectively,
but thereafter, Commissioners so appointed shall hold office for terms of
five years, except that all vacancies shall be filled for the unexpired term.
All Commissioners shall hold office until their successors have been appointed
and qualified. A sixth member of the Housing Authority shall be appointed
by such state authority as is by law designated to make such appointment,
and such member shall hold office at the pleasure of the state authority appointing
him. A seventh member, also having a five-year term, shall be appointed by
the Mayor. The member appointed by the state authority shall be entitled to
all the privileges of membership on such authority. Not more than one Commissioner
may be an officer or employee of the City of Salem. A Commissioner shall receive
no compensation for his/her services but shall be entitled to the necessary
expenses, including travel expenses, incurred in the discharge of his/her
duties.
The Housing Authority shall have such powers as are set forth under
N.J.S.A. 40A:12A-22 or as it may be amended.
