The Town Board of the Town of Buchanan is hereby increased from a three-member Board of Supervisors to a five-member Board of Supervisors consisting of a Town Board Chairperson and four Town Board Supervisors.
Each of the seats of the Town Board of Supervisors shall be numbered but shall be elected at large. Supervisor No. 2, presently, shall, as of the spring election in 1997 and thereafter, become Supervisor No. 3.
A. 
The Town Board Chairperson and seats on the Town Board of Supervisors numbered 1 and 3 shall be elected every odd year for a two-year term.
B. 
The two new seats on the Town Board of Supervisors shall be designated seats No. 2 and No. 4 and be first elected at the spring election in 1997 for a one-year term, commencing with the second Tuesday of April. Thereafter, seats of the Town Board of Supervisors numbered 2 and 4 shall be elected each even-numbered year for a two-year term.
Pursuant to Wisconsin Statutes, this increase in the membership of the Town Board does not create any vacancy on a Town Board prior to the spring election of 1997.

The presiding officer at any meeting of the Town Board is the Town Chairperson. If the Town Chairperson is not present at the time for the call to order, the senior member of the Town Board present, based on date of original election as a member of the Town Board, shall call the meeting of the Town Board to order, call the initial roll, and preside as Acting Town Chairperson until the Town Chairperson is able to preside at the meeting. If two or more members of the Town Board have the same date of original election, the member who received the greatest number of votes at time of his/her election shall serve as the Town Chairperson. The Acting Town Chairperson shall serve as Town Chairperson during any short-term absences of the Town Chairperson until the return of the Town Chairperson or a vacancy is determined and filled pursuant to law.

The terms of elected Town officers (other than elected Assessors) have previously begun on the second Tuesday in April. Town officers (other than Assessors) elected in April 2012 and thereafter will now have their terms of office commence on the third Tuesday in April due to state election law changes. This law change results in a week-long "gap" between the end of the current terms of office for those Town officers elected in either 2010 or 2011 and the start of the new terms of office for those officers elected in April 2012 or April 2013.
B. 
2011 Wis. Act 115 provides that a Town Board may enact an ordinance providing that the terms of any elective officers in the Town who were elected or appointed to serve for terms expiring on the second Tuesday in April 2012 or 2013 may be extended to the third Tuesday in April in the same year in which the terms would otherwise have expired. Therefore, the terms of elected Town officers which shall expire after 11:59 p.m. on the second Monday of April in either April 2012 or April 2013 shall be extended until the third Tuesday of April in the same year in which the terms would otherwise have expired.
