As used in this chapter, the following terms shall have meanings
indicated:
BICYCLE
A vehicle having two wheels, with inflated tires, having
handlebars or a steering wheel and a saddle seat or other seat and
propelled or capable of being propelled, either wholly or in part,
by muscular power.
The following provisions shall pertain to bicycles and bicycle
riding within the Borough of Eddystone:
A. Every person propelling or riding a bicycle upon a public thoroughfare
shall be subject to the provisions of all ordinances and state laws
applicable to the operator of any vehicle, except those provisions
which by their nature would have no application or where otherwise
expressly provided.
B. No bicycle shall be operated upon any pedestrian-occupied public
sidewalks or upon any occupied pedestrian paths.
C. No person operating a bicycle upon a thoroughfare shall participate
in any race or speed or contest with any other vehicle.
D. No rider of a bicycle shall remove both hands from the handlebars
or feet from the pedals or practice any acrobatic or fancy riding
on any public thoroughfare.
E. No bicycle shall be parked upon the sidewalks in such a manner as
to interfere with the access to the doorway or entrance to a building
or in such a manner as to interfere with the free and uninterrupted
flow of pedestrian traffic.
F. No bicycle shall have more than one rider per seat.
G. No person operating or riding a bicycle shall sit on the handlebars
or any other bicycle part other than the designated seat.
An person, firm or corporation violating any of the provisions
of this chapter shall, upon conviction thereof, be subject to a fine
of $25.
Nothing in this chapter shall be construed to render inapplicable
any other state law or Borough ordinance pertaining to bicycles or
bicycle riding.
