No person shall post up or affix in any manner any placard, notice or
bill, either written or printed, upon the fences or walls or any part of any
building in the City without the previous consent of the person having possession
of the same.
No person shall post up or affix in any manner any placard, notice or
bill, either written or printed, upon any post, curbstone or sidewalk or upon
any tree in any street, square, park or public place in the City, or upon
any wall, fence or building belonging to the City, without the consent of
the chief executive officer of the City.
No person shall cause to be distributed any handbill, circular, program
or advertising slip in or upon any street or sidewalk in the City, except
that such handbill, circular, program or advertising slip may be placed within
the doors of stores, offices and business houses and at the doors of residences,
but nothing in this section shall prevent the distribution and circulation,
in and upon any street or sidewalk in the City, of handbills or circulars
containing literary or educational matter, provided that permission is first
obtained from the chief executive officer of the City for such distribution
and circulation.
No person shall throw, deposit, drop or leave, nor cause to be thrown,
deposited, dropped or left, in any highway or upon doorsteps or within the
hallway of any dwelling house within the City, any sample of medicinal or
toxic substance, either in package or bulk. A person may leave such sample
of medicinal or toxic substance in a dwelling house only with the consent
and approval and in the possession of any adult occupant.
