The Chairman of the Street Department may provide for the installation, at certain places in the Borough of Dunellen to be designated by him, of containers, commonly known as "rolloff containers," which may be used by all residents of said Borough for the purpose of dumping all types of materials except those herein prohibited.
Any person, firm or corporation not a resident of the Borough of Dunellen shall not be permitted to use any such container so placed.
No person, firm or corporation who is engaged in the business of collecting the materials permitted under § 224-1 hereof shall be entitled to use said containers as herein provided.
It shall be unlawful for any person, including the residents of the Borough of Dunellen, to dump any household garbage or other materials of like nature which might cause a health hazard or be otherwise noxious or offensive into said containers.
Any person, firm or corporation who shall violate the provisions of this chapter shall be liable to a fine of not more than $500 or imprisonment for not more than 90 days, or both, for each violation.
