As used in this chapter, the following terms shall have the meanings
indicated:
BUILDING
Includes all houses, dwellings, stores, business places and any other
buildings which front on any street in the borough or which exists on any
tax lot in the borough.
The Borough Engineers shall plot on the tax map of the borough all of
the properties which now or hereafter front on or have an ingress and egress
from any street and shall designate and assign a number therefor. Said map
shall be and is hereby incorporated by reference fully herein and shall be
available for inspection during business hours at the Borough Hall.
The owner in possession of any building for which an official number
is designated shall be required at his or her own expense to place the official
number, which must be a minimum of three inches in height, in a conspicuous
place so that it is clearly visible from the public street or road upon which
the building fronts or from which ingress and egress may be gained. The number
shall be placed in such a location as to make it clearly evident which driveway
provides ingress and egress to the building so numbered. Numbers placed on
mailboxes for mail delivery purposes shall not satisfy the requirements of
this chapter unless the location of said mailbox is immediately adjacent to
and on the same side as the driveway providing ingress and egress. The number
may be placed on the building, provided that it can be seen and read from
the public road; otherwise it must be placed near the intersection of the
driveway with the public road. In the case of a commercial unit within a shopping
center the number must be readily visible from the main traffic circulation
aisle of the center. The color of the numeral shall be in sharp contrast to
the color of its background and it shall be of a bright or reflective material
so as to be readily visible at night when a light is cast upon it. In addition,
reflective numbers must be placed on the rear doors of each commercial unit
in the shopping center corresponding with that of the front, so that it may
be readily visible to the public.
Upon any subdivision of land in the borough resulting in lots other
than those already delineated on the tax map, the Borough Engineers shall
assign a number to each lot in the subdivision which shall be in numerical
sequence in relation to the numbers already assigned other lots fronting or
having access to the same street, and the Borough Engineers shall record the
new numbers on the tax map within 10 days of the filing of the approval given
for such subdivision of land.
All owners in possession of any building for which an official number
has been designated must fully comply with the provisions of this chapter
within 60 days of adoption of this chapter. Anyone not in compliance after
that date herein set shall be deemed in violation of this chapter and upon
conviction in the municipal court, shall be subject to a fine not to exceed
$500. Each day of noncompliance shall be deemed a separate offense.
