There is created the office of Street Superintendent, an executive office of the City of Lexington. The Street Superintendent shall be appointed by the Mayor, by and with the advice and consent of the City Council.
A. 
The Street Superintendent shall have charge of the improvement, repair, and cleaning of all streets, and the street crossings in the City except where other parties have contracted with the City to do the same, but no improvements or repairs, except where actually necessary, shall be made by him/her without the order of the Aldermen.
B. 
The Street Superintendent shall at all times, under the direction of the Aldermen, cause the streets, where needed, to be cleaned and the gutters opened, and so far as practicable keep them in that condition.
C. 
The Street Superintendent may, by the authority of the Aldermen, purchase needed tools, implements or materials for the use of the City in his/her department. He/She shall cause all tools and implements belonging to his/her department to be legibly marked or branded with the letters "C of L" and shall cause them to be properly housed, yarded or kept and protected from the weather when not in use.
D. 
He/She shall keep a correct list of all tools, implements, materials, and other property in his/her charge, belonging to the City, and he/she shall also keep a plain, detailed, and accurate account of all the expenditures made under his/her supervision, specifying to whom and for what purpose expenditures were made.
E. 
The Street Superintendent shall, as far as practicable, see that the street crossings are kept clean and free from mud and rubbish.
The Street Superintendent shall cause all ordinances in relation to the City's streets and alleys to be enforced (by reporting all violations thereof to the Mayor or Police Department); the Superintendent shall carry into effect all such orders, general or special, as he/she may receive from the Council, the Mayor, and the Committee on Streets and Alleys.
The Street Superintendent, under the direction of the Mayor and Committee on Streets and Alleys, shall from time to time examine the street/alley system of the City and report the condition to the Council and recommend such improvements or repairs as he/she may deem necessary.
The Street Superintendent may be assisted by such subordinate employees as the Council may authorize. In addition, with the authority of the Council, the Superintendent may employ such number of laborers as shall be necessary for maintaining and repairing the streets/alleys at such wages as may be fixed by the Council. He/She shall keep a correct account of their time.
