There is created the office of Water Superintendent, an executive office of the City. The Water Superintendent shall be appointed by the Mayor, by and with the advice and consent of the City Council.
The Water Superintendent shall have charge of the improvement, repair of water plant and cleaning of all water mains in the City and shall supervise the construction and repair of all water mains therein, but no improvement or repairs, except as may be actually necessary, shall be made by him/her without previous order of the Council. He/She shall without delay cause all breaks in water mains to be repaired. He/She shall have charge of the care, maintenance and repair of the waterworks; shall have charge of installation of taps, pipes and water mains; and shall have supervision over mains, treatment works, wells, appurtenances and equipment to be used in connection with the waterworks of the City. In all cases he/she shall perform his/her duties and responsibilities at the direction of the Council and the Water Committee. He/She shall perform such other duties as may be required of him/her by the Mayor and the Water Committee.
The Water Superintendent shall cause all ordinances in relation to the City's waterworks to be enforced (by reporting all violations thereof to the Mayor or Police Department); the Superintendent shall carry into effect all such orders, general or special, as he/she may receive from the Council, the Mayor, and the Water Committee.
The Water Superintendent, under the direction of the Mayor and Water Committee, shall from time to time examine the water distribution system of the City and report the condition to the Council and recommend such improvements or repairs as he/she may deem necessary.
The Water Superintendent may be assisted by such subordinate employees as the Council may authorize. In addition, with the authority of the Council, the Superintendent may employ such number of laborers as shall be necessary for the maintaining and repairing of the waterworks at such wages as may be fixed by the Council. He/She shall keep a correct account of their time.[1]
