III, Sec. 9E, of the 1973 General Bylaws, as updated through 2002. Subsequent

Pursuant to the authority provided by MGL c. 41, § 38A, the
Collector of Taxes shall collect, under the title of Town Collector, all accounts
due the Town and shall in the collection of such accounts have all the powers,
duties and remedies described in said § 38A.
