Whenever any words and phrases are used in this article, the meaning ascribed to them respectively in Subtitle 1 of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein, particularly with regard to the definition of "stopping or standing" which shall mean any cessation of movement of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control sign or signal.
The following described areas within the Borough of Runnemede are hereby declared no stopping or standing zones, and no person shall stop or stand a vehicle at any time in any of the areas herein described:

This article shall take effect immediately after publication according to law, approval by the Director of the Division of Motor Vehicles and the Board of Chosen Freeholders of the County of Camden, State of New Jersey in the case of a county road and the State Highway Commissioner in the case of a state road, and the posting of the areas affected by the provisions of this article according to law.
