A. 
There is hereby established a Planning Board, consisting of five members to be appointed by the Board of Trustees.
B. 
All members of the Planning Board shall be residents of the Village of Pomona and shall be appointed for terms of five years each. If a member ceases to be a resident of the Village of Pomona, his place shall be declared vacant by the Board of Trustees and a successor appointed by the Board of Trustees to fill his unexpired term.
C. 
The Planning Board shall determine its own rules of conduct and procedure and shall have such powers and duties as provided by the Village Law and this Code.
D. 
Notwithstanding the provisions of Subdivision 16 of § 7-718 of the Village Law of the State of New York and specifically overriding such subdivision, there are hereby established two offices of alternate members of the Planning Board and two offices of alternate members of the Zoning Board of Appeals for purposes of substituting for any member of the respective Board in the event such member is unable to attend a meeting or is unable to participate because of a conflict of interest. Alternates shall be appointed by the Mayor, subject to approval of the Board of Trustees, for two-year terms.

A. 
There is hereby established a Zoning Board of Appeals, consisting of five members to be appointed by the Board of Trustees.
B. 
All members of the Zoning Board of Appeals shall be residents of the Village of Pomona and shall be appointed for terms of five years each. If a member ceases to be a resident of the Village of Pomona, his place shall be declared vacant by the Board of Trustees and a successor appointed by the Board of Trustees to fill his unexpired term.
C. 
The Board of Appeals shall determine its own rules of conduct and procedure.

A. 
In addition to any and all other qualifications for holding office as a member of the Zoning Board of Appeals or Planning Board, all present members of said Boards shall attend training classes offered by the Rockland Municipal Planning Federation and complete such classes and receive certification from the Federation within two years from the effective date of this section. Members appointed after the effective date of this section shall be required to attend such classes and receive certification from the Federation within two years from the date for such appointment. Recertification of all members shall be required every two years thereafter from the date of initial certification.
B. 
The Mayor of the Village of Pomona is hereby authorized to remove a member of the Zoning Board of Appeals or Planning Board for cause, after public hearing and an opportunity to be heard. Removal for cause shall include but not be limited to the following:
(1) 
Failure of a member of the Zoning Board of Appeals or Planning Board to receive certification from the Rockland Municipal Planning Federation within two years after the effective date of this section or within two years after such member's appointment to the respective board, as the case may be.
(2) 
Failure of a member of the Zoning Board of Appeals or Planning Board to receive recertification from the Rockland Municipal Planning Federation every two years after the date of such member's first certification.
(3) 
Failure of a member of the Zoning Board of Appeals or Planning Board to attend a minimum of 80% of the scheduled meetings held by such member's respective board.
