An employee may request up to five days of unpaid personal leave per calendar year. This leave is subject to approval by the Operations and Maintenance Manager and/or the General Manager. This leave must be scheduled at least one week in advance of taking it and may be taken a day at a time or all at once. The employee's orientation period must be completed prior to requesting this leave.
A.
Any full-time employee who becomes a parent either through the birth of a child or through the adoption of an infant may request an unpaid leave of absence. This request must be made in writing and at least 60 calendar days prior to the date the employee expects to begin the leave. The leave begins at the time of the birth of the child. In adoption situations, the leave begins at the time the baby is delivered to the parents but not more than 12 months from the date of birth. The leave may be granted for up to six months.
B.
This leave is without pay. However, the Authority will continue to provide the employee with the following:
(1)
Health insurance package. Health insurance coverage will be provided to the employee at no expense. If the employee opts to continue coverage for his/her family, the current contribution rate for dependent coverage (weekly) will be charged. This coverage must be paid for in advance by the employee for the estimated period of leave.
(2)
Pension. The Authority will continue to contribute 4% of the employee's last gross salary.
C.
An employee who is on unpaid voluntary leave will not earn sick or personal time while on leave. He/she will not be paid for holiday pay for those holidays that occur at the beginning, during or end of the leave. Vacation time will be granted in the subsequent year based upon proportion of the number of weeks worked in the previous calendar year. This vacation cannot be taken nor will it be paid for until the individual returns to his/her job or terminates his/her employment.
D.
The employee may request permission to work part-time during the leave. If this request is granted, the employee will be compensated based on the hours worked. Any part-time hours worked cannot be used to extend the length of the leave.
E.
The Authority will make every effort to assign the employee to the position that was previously held by the employee; however, the Authority cannot guarantee a specific job to the employee upon returning from an unpaid leave.
F.
At least 60 calendar days prior to the date the employee plans to return to full-time work or the end of the leave, he/she must notify the Business Manager or Operations Manager of his/her intentions to return to work or terminate his/her employment. If no notice to return is received at that time, the employee will be considered terminated as of that date.

The Authority will pay the employee the difference between the military service pay received and the normal straight time pay for a similar period of time, for a maximum of 10 working days.
C.
If you are called into military service during a national emergency (example: a declared war), you will be granted leave of absence without pay or benefits. Upon completion of that service, the employee will be reinstated at the position and an equal level of pay held prior to the leave. This offer of reinstatement will be withdrawn unless the employee reports for work within 30 days of the date of discharge from the military. The employee's seniority will continue to accumulate while in the military.
All employees are covered by the workers' compensation laws of Pennsylvania while working on the job. The Authority pays the annual premiums for this insurance. If an employee is injured on the job, the medical bills are paid, and if the employee cannot return to work immediately, he/she will receive compensation based on the current schedule of benefits as provided for by the law. An employee must immediately report all injuries to the supervisor.
