A. 
Three copies of plans and data as specified in this section shall be submitted to the Planning Board for approvals under the procedure detailed in Article IV.
B. 
All mapping, development data and legal data shall be prepared by qualified professionals.
The following shall be required:
A. 
Site map.
(1) 
Scale: one inch equals 200 feet, minimum.
(2) 
On a topographical survey map or an enlargement of the most recent USGS Quadrangle.
(3) 
Title, scale, North arrow and date.
(4) 
Subdivision boundaries and boundaries of contiguous properties with owners' names.
(5) 
Total acreage.
(6) 
Existing restrictions on land use, including easements, covenants and zoning boundaries.
(7) 
General street and lot layout.
(8) 
Park and recreation areas.
(9) 
Location map showing relation to major streets, schools and business district.
B. 
Development data.
(1) 
Land characteristics.
(2) 
Availability of existing and proposed utilities, schools, parks and playgrounds.
(3) 
Lot pattern, number of lots and typical lot sizes.
(4) 
Building types and approximate sizes.
C. 
Legal data.
(1) 
Name and address of owner, subdivider and professional advisors.
(2) 
Written application for approval on forms provided by the Village Clerk.
(3) 
Fee: as established by the Board of Trustees.

Survey of tract boundaries, easement and other rights-of-way and deed description giving bearings and distances.

Under 2%: contours at one inch minimum intervals.
(b) 
Two percent to 10%: contours at two inch minimum intervals.
(c) 
Over 10%: contours at five inch minimum intervals.
(d) 
Contours with other appropriate intervals, or spot elevations, as required for irregular land.

Grading plan, if contours are to be changed.

Locations and dimensions of land or facilities dedicated or reserved for public use.

Adjacent buildings.

Locations, sizes, inverts of utilities and utility easements on and adjacent to the tract:

Electric and telephone poles, streetlights.

Electric, telephone and cable television underground lines.

Directions and distance of water mains and sewers not on or adjacent to the tract to which connections are proposed, with invert elevations at point of connection.
C. 
Development data:
(1) 
Results of required percolation tests, if any.
(2) 
Tentative street cross sections and center line profiles.
(3) 
Preliminary sketches of culverts or bridges.
(4) 
Feasibility data on sewer design and stormwater drainage.
(5) 
Project time schedule.
D. 
Legal data:
(1) 
Fee: as established by the Board of Trustees.
The following shall be required:
A. 
Information required under §§ 143-30 and 143-31 updated and finalized.
B. 
Site map.
(1) 
Scale: same as preliminary plan.
(2) 
Primary control points, approved by the Village Engineer, or descriptions and ties to such control points, to which all dimensions, angles, bearing and similar data shall be referred.
(3) 
Location and description of all monuments.
(4) 
Tract boundary lines, right-of-way lines of streets, easements and other rights-of-way and property lines of all sites; with accurate dimensions, bearings or deflection angles and radii, arcs and central angles of all curves.
(5) 
Number to identify each lot and block.
(6) 
Minimum setback lines on all sites.
(7) 
Street names.
(8) 
Names of record owners of adjoining unplatted land.
(9) 
Reference to recorded subdivision plats of adjoining platted land by record name, date and number.
(10) 
Location of all required facilities constructed prior to final plan submission.
C. 
Development data:
(1) 
Cross sections and profiles of streets showing grades, drawn to standard scales and elevations and based on datum plane approved by the Village Engineer.
(2) 
Detailed drawings and specifications for:
(a) 
Sanitary sewer disposal system.
(b) 
Stormwater disposal system.
(c) 
Water supply system.
(d) 
Other required facilities and services.
D. 
Legal data:
(1) 
Certification of title showing that applicant is the landowner.
(2) 
Certification by surveyor or engineer of survey and plat accuracy.
(3) 
Protective covenants in form for recording, including covenants governing the maintenance of unceded public space or reservations.
(4) 
Offers of cession dedicating streets, easements, open space and other facilities.
(5) 
Endorsement and approval by the New York State Department of Health and New York State Department of Environmental Conservation of sewer and water facility drawings and proposals.
(6) 
Sufficient building dimensions and data to assure that applicable provisions of the New York State Uniform Fire Prevention and Building Code and Multiple Residence Law will be complied with.

(7) 
Copies of agreements showing the manner in which areas reserved by the subdivider are to be maintained.
(8) 
Certificate by a licensed professional engineer that required facilities have been designed to meet the minimum standards of this chapter or as otherwise required by law.
(9) 
Certified check in the amount of 1% of the cost of required facilities, as determined by the Planning Board and the Village Engineer, as payment for inspection costs.
(10) 
Fee: as established by the Board of Trustees.
(11) 
Any other data as may be required by the Planning Board for the enforcement of this chapter.
On completion of the project, no certified check or performance bond guaranteeing completion of facilities shall be released until the drawings and documents listed below have been filed with the Planning Board:
A. 
As-built drawings:
(1) 
Facilities as located and constructed.
(2) 
Certified by a licensed land surveyor or professional engineer.
B. 
Legal data:
(1) 
Certificates by a licensed land surveyor or professional engineer and by the Village Engineer that required facilities constructed by the subdivider have been inspected and found to be satisfactorily completed.
(2) 
Written agreement between the subdivider and the Village covering future title, dedication and provision for the cost of grading, developing, equipping and maintaining any open space.
(3) 
Deeds, abstracts and easements for streets, waterlines, sewers and other facilities.
(4) 
Affidavit stating that all payrolls, bills for materials and labor and other indebtedness connected with the construction of facilities have been paid in full or otherwise satisfied.
