The following acts by any person within the confines of Ingram parks shall be and the same are hereby prohibited:
A. 
Climbing of trees; cutting, breaking, injuring, defacing or disturbing any tree, shrub, plant, rock, building, fence, bench or other structure, apparatus or property; plucking, pulling up, cutting, taking or removing any tree, shrub, bush, plant or flower; and cutting, writing, or marking upon any building, monument, fence, bench, table or other structure, apparatus or property.
B. 
Defacing or destroying any notice, rules or regulations posted for the government of the parks.
C. 
Cutting or removing any wood, turf, grass, soil, sand or gravel.
D. 
Making or handling a fire for any purpose, except for the grilling of food by a gas or charcoal grill.
E. 
Indulging in riotous, boisterous, threatening, immoral or indecent conduct.
F. 
Using any abusive, threatening, profane, immoral, indecent or suggestive language.
G. 
Selling or offering for sale any merchandise, article or thing whatsoever except through duly authorized concessions.
H. 
Throwing or depositing any bottle, tin can, broken glass, paper, clothes, rubbish of any description, except in receptacles provided for that purpose.
I. 
Bringing on the park premises any animal or fowl of any kind. Bicycles may be walked into parks and placed in bicycle racks.
J. 
Riding or driving any vehicle or motor-propelled cycle other than Borough vehicles or for special events approved by Borough Council.
K. 
Carrying or discharging firearms or fireworks within the limits of the parks except by permit; carrying or discharging of arrows; and use of golf balls or golf clubs.
L. 
For any purpose whatsoever, bringing onto any parts of the premises presently or hereafter used as a part of the parks of Ingram any intoxicating liquor or malt beverage of any kind whatsoever; or while on any part of said premises consuming or imbibing any intoxicating liquor or malt beverage of any kind whatsoever. Violation of this subsection, or any part thereof, shall make the offender liable not only for the penalties hereafter provided, but shall subject such offender to permanent exclusion from the use of these facilities of the parks, or any part thereof.
M. 
Possessing, using, offering for sale or dispensing any type of pornographic literature, drugs of any prescription or nonprescription variety while in any park of Ingram Borough.
N. 
Riding, driving, carrying, operating or possessing skateboards, skates, scooters or bicycles.
A. 
No company, society or organization shall hold or conduct any picnic, celebration, parade, services or exercise in the park without first obtaining a permit therefor. Permits for use of the park only will be issued free of charge on a first-come, first-served basis and will be good from 9:30 a.m. to 11:00 p.m. EDT on the day for which the permit is granted.
B. 
Permits for use of a shelter in the park are required at all times to reserve a shelter and will be subject to the payment of such fees and deposits as required by Borough Council as established from time to time in the Borough's Fee Resolution. Permits will be issued on a first-come, first-served basis, and will be good from 9:30 a.m. to 11:00 p.m. EDT. If no permit has been issued, a shelter may be used on a first-come, first-served basis.

Except as hereinafter set forth, the parks shall be closed each night at dusk and reopened at dawn the following morning, and any loitering, lounging or being present in the parks at any time within such period shall be deemed a violation of this chapter. Persons may legally remain in a park if holding a special permit therefor, or in the event that they are patronizing or participating in an event which has been previously approved for park usage. The use of the basketball court is prohibited after the earlier of dusk or 8:00 p.m. and may be prohibited at any time by the Borough Police Department if there is a reasonable belief that the public health, safety or welfare is interfered with or is in danger.
All permits provided for hereunder shall be issued through the Borough Secretary, subject to the approval of the Borough Council.
Any person violating any provisions or regulations of this chapter shall, upon conviction thereof before the District Justice, be fined not more than $600, plus costs of prosecution, and upon default of payment of said fine and costs, may be imprisoned for a period not exceeding 30 days.
