This chapter shall be known as the "Solicitation Ordinance."
As used in this chapter, the following terms shall have the meanings
indicated:
SOLICITATION
The solicitation of funds or the sale of merchandise or services
by any individual over the age of 18 years at the residence of Jackson Township
citizens without prior invitation.
Five days after the passage of this chapter, it shall be unlawful for
any person to engage in solicitation within the Township of Jackson without
first having taken out a license as hereinafter provided. Every individual
desiring to engage in solicitation shall apply to the Jackson Township police
and give such information as required. The police shall issue a permit unless
the applicant shall have a criminal record or unless a complaint against that
individual or purpose has been received by the police. If a permit is refused,
the individual may appear at the next scheduled meeting of the Board of Supervisors
to appeal the refusal to issue a license.
A license shall be valid only for the year issued regardless of the
date issued.
All solicitations made in Jackson Township not in accord with this chapter
shall be voidable by the residents of said Township, except that this chapter
shall not apply to individuals under the age of 18 years, individuals who
work for organizations registered under the Solicitation of Funds for Charitable
Purposes Act of Pennsylvania (10 P.S. § 162.1 et seq.), individuals
licensed by the Commonwealth of Pennsylvania or individuals selling agricultural
products.
The fee for a license shall be as set from time to time by resolution
of the Board of Supervisors.

A. Any person, partnership, firm or corporation who or which
has violated or permitted the violation of the provisions of this chapter
shall, upon conviction thereof in a summary proceeding before a District Magistrate,
be sentenced to pay a fine of not more than $1,000, plus costs, or, in default
thereof, shall be imprisoned to the extent allowed by law for the punishment
of summary offenses.
B. All judgments, costs and reasonable attorney fees collected
for the violation of this chapter shall be paid over to the Township Treasurer.
