Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.

Where parking has been prohibited between the hours of 7:00 a.m. and 3:00 p.m., Mondays through Fridays on certain streets known as Fairhill Avenue, Grand Avenue, Eagle Lane, East Ravine Street, Deer Drive, Pheasant Drive, Orchard Avenue, Turtle Lane and Granite Road, residents are allowed a maximum of three parking permits per household for vehicles registered at their address. Residents must register each vehicle with the Middletown Township Police Department and a numbered parking sticker will be issued. A sticker must be displayed on the back of the inside rear-view mirror of the proper vehicle to which registration applies. The Chief of Police is hereby directed to issue parking permits only to residents of the streets where permit parking is designated in this section and chapter.

A. 
In accordance with § 470-108 of this chapter of the Township's Code, any police officer, together with any other duly designated parking enforcement officer of the Township, is authorized and empowered to enforce the parking regulations set forth in this article. Further, in addition to the foregoing, the Fire Marshal shall also be empowered to enforce all parking regulations dealing with duly established fire zones and fire lanes.
B. 
Any police officer or other duly designated parking enforcement officer of the Township, as forth above, who observes a violation of this article shall issue a parking violation notice, on a form as shall be approved by the Township from time to time, and which notice shall contain the following information:
(1) 
The date and hour of the violation;
(2) 
The date and hour of the issuance of the parking violation notice;
(3) 
The location at which the vehicle is, or has been, parked, stopped or standing in violation of any provision of this article;
(4) 
The license or registration number, and the state of issuance of the license or registration, of the vehicle;
(5) 
The make and model of the vehicle;
(6) 
The section or sections of this article violated;
(7) 
The penalties associated with the violation or violations; and
(8) 
Any other facts that, in the opinion of the officer, may be useful for a thorough description of the vehicle and/or the circumstances attending the violation.
C. 
The police officer or other duly designated parking enforcement officer shall place on, or attach to, the subject vehicle the parking violation notice. The parking violation notice shall further advise the owner and/or driver of the subject vehicle that the failure to either report to the Township and pay the prescribed penalties within five calendar days following the date of the notice, or to place the prescribed penalties within the envelope provided with the parking violation notice and mail the same to the Township within five calendar days following the date of the notice, shall result in the issuance of one or more criminal citations, which shall be forwarded to and filed with the appropriate Magisterial District Judge for the assessment of penalties, fines and costs.
D. 
The failure by the owner and/or driver to pay the prescribed penalties to the Township within five calendar days following the date of issuance of a parking violation notice shall result in the institution of criminal proceedings against the owner or owners of the subject vehicle by issuance of a citation, which shall be forwarded to and filed with the appropriate Magisterial District Judge.

Any person, including but not limited to a corporation, partnership or other legal entity, who violates any provision of this article shall pay to the Township a penalty of not more than $15 and costs for each such violation. Failure to pay all prescribed penalties to the Township within five calendar days following the date of issuance of a parking violation notice shall result in the institution of criminal proceedings against the owner or owners of the subject vehicle by issuance of a citation, which shall be forwarded to and filed with the appropriate Magisterial District Judge.
B. 
All penalties assessed by and paid to the Township for violations of this article shall be paid to and collected by the Township Cashier and shall become general funds of the Township.
C. 
Any person, including but not limited to a corporation, partnership or other legal entity, who violates any provision of this article shall, upon conviction by the Court, be sentenced to pay a fine of not more than $15 for each and any such violation, together with all costs as may be assessed by the Court and/or the commonwealth.
