There shall be established an organization to be known as the "Monessen
Master Plan Conference."
The purpose of the Conference shall be to provide more long-range coordination
and planning within the City of Monessen and to provide effective coordination
between the Monessen City Council, the Monessen Planning Commission and the
Redevelopment Authority of the City of Monessen.
The Master Plan Conference shall consist of the members of the City
Council, the members of the Planning Commission and the members of the Redevelopment
Authority of the City of Monessen.
From time to time, other municipal, civic and governmental bodies may
be invited to attend for specific purposes and discussions.
Staff members of the various bodies and their consultants shall be in
attendance at the Master Plan Conference meetings as determined by each of
the respective member bodies.
Minutes of the proceedings of the Master Plan Conference shall be kept
by a staff member designated by the City Council.
The Chairman of the Conference shall prepare and distribute an agenda
at least one week prior to each regular meeting.
Any item shall be placed on the agenda upon the request of any one of
the member bodies.
The Chairman of the Conference shall be a member of either the Redevelopment
Authority or the Planning Commission.
The Vice Chairman of the Conference shall be a member of the Redevelopment
Authority or the Planning Commission.
The Chairman and Vice Chairman shall not be selected from the same body.
The term of the Chairman and Vice Chairman will be for one year only. No consecutive
terms of office by the same individual will be permitted.
The minutes shall contain a continuing record of items considered by
the Conference and shall contain an attendance record of all members of the
Conference. A regular minute book shall be kept by the Secretary of the Conference.
