A. 
There is hereby created and established in the Borough of New Hope, County of Bucks, Commonwealth of Pennsylvania an advisory board to be known as the "New Hope Borough Park and Recreation Board," consisting of a minimum of seven members and a maximum of nine members, who shall reside within the Borough and who shall serve without compensation.
B. 
The members shall be appointed by the Borough Council, each for a term of five years, which term shall expire on December 31, except that the terms of the members first appointed shall be staggered so that two vacancies shall occur on December 31, 2008, two on December 31, 2009, one on December 31, 2010, and two on December 31, 2011. If the Council elects to appoint additional members to a maximum of nine members, then the terms of the additional members shall be five years, except that the terms of the additional members first appointed shall be staggered so that no more than the terms of three Board members expire in any given year. Each member shall serve at the pleasure of the Borough Council.
C. 
Each member appointed to the Park and Recreation Board, caused by reasons other than by expiration of the term, shall be filled in the same manner as the original appointment and shall be for the remaining, unexpired term of the member. Each member shall serve until December 31st of the year in which the member's term is scheduled to expire, or until a new appointment has been made in accordance with the requirements of this section.
D. 
The Borough Council shall designate one or more members of the Council to serve as nonvoting liaisons to the Park and Recreation Board.
A. 
The Park and Recreation Board shall meet at a convenient time as soon as possible after the first Monday in January of each year and at such time shall organize as a Board by electing a Chairperson, a Vice Chairperson, and a Secretary, who shall serve for a period of one year. The Park and Recreation Board shall have the power to adopt rules and regulations for the conduct of its business not inconsistent with the provisions of state and local laws.
B. 
The Park and Recreation Board shall meet monthly or as often as shall be required to perform its duties. The Board shall conduct all meetings as public meetings in accordance with the requirements of the Pennsylvania Sunshine Law,[1] as amended.

C. 
All actions of the Park and Recreation Board shall require concurrence of a majority of voting members of the Board.
A. 
The Park and Recreation Board Secretary shall keep minutes of all meetings for review and approval by the Board members. Copies of the approved minutes shall be provided to the Borough Secretary on a timely basis for distribution to the Borough Council.
B. 
The Park and Recreation Board shall submit an annual report to the Borough Council not later than September 1 of each year. The report shall include a listing of the significant activities of the Board during the prior year and comments and recommendations with respect to the management and operation of recreation programs and park and open space places within the Borough of New Hope, including an analysis of park, recreation and open space areas and programs, as well as maintenance and operations.
C. 
The Park and Recreation Board shall also recommend and submit an annual budget not later than September 1 of each year to the Borough Manager, who shall review and submit said budget with his or her recommendations to the Borough Council.
D. 
The Board shall not have authority to enter into any contracts or to incur any obligations binding upon the Borough of New Hope.
A. 
The Park and Recreation Board, in cooperation with other advisory bodies designated from time-to-time by the Council, shall advise and make recommendations to the Borough Council with respect to the planning, design, management, operations, improvement and activities of park, recreation and open space lands and programs in the Borough of New Hope.
B. 
The Park and Recreation Board shall plan, manage, and promote activities and programs that enhance the use and enjoyment of park, recreation and open space lands in the Borough.
C. 
The Park and Recreation Board shall make specific recommendations concerning park, recreation and open space policies and programs and the expenditure of Borough funds for the acquisition, maintenance, development, improvement and operation of public parks and open space areas, playfields, and all other recreation lands owned, leased or controlled by the Borough. In addition, the Board shall coordinate with the Council and the Borough Planning Commission in the development of a comprehensive recreation and park plan in order to provide a quality system of park, recreation and open space areas.
D. 
The Park and Recreation Board shall advise the Council and the Planning Commission on the acceptance of any gifts, grants, bequests or donations of services, equipment, real estate, or money from any individual or group to be used as specified by the donor or by the terms of acceptance.
E. 
The Park and Recreation Board shall exercise general supervision over the care, maintenance, improvement and replacement of Borough property and equipment in park, recreation and open space areas.
