At the municipal election in the year 1953 and in every second
year thereafter, a mayor shall be elected.
[Amended Ref. of 11-6-1990, Sec. 5]
The mayor shall appoint all department heads, provided, however,
that the city solicitor shall be appointed with the approval of a
majority of the members of the city council, to serve for a term coterminous
with the term of the mayor unless dismissed sooner at the pleasure
of the mayor, and shall be reappointed or a successor appointed at
the beginning of each two-year term of the mayor. If the council should
fail to act on the appointment or reappointment of a solicitor within
thirty days following receipt thereof, said appointment or reappointment
shall be deemed to have been approved.
[Amended Ref. of 11-7-2006]
Except as expressly otherwise provided and subject to the limitations
of this Charter, the mayor, with the approval of a majority of the
members of the council, shall appoint the members of all independent
boards and commissions. All members of Boards and Commissions dealing
with the expenditure of funds and/or rate filings shall be residents
of the City during their term of office.
Except expressly otherwise provided in this Charter, the members
of boards and commissions shall elect their officers.
