At the municipal election in the year 1953 and in every second year thereafter, a mayor shall be elected.

The mayor shall appoint all department heads, provided, however, that the city solicitor shall be appointed with the approval of a majority of the members of the city council, to serve for a term coterminous with the term of the mayor unless dismissed sooner at the pleasure of the mayor, and shall be reappointed or a successor appointed at the beginning of each two-year term of the mayor. If the council should fail to act on the appointment or reappointment of a solicitor within thirty days following receipt thereof, said appointment or reappointment shall be deemed to have been approved.

Except as expressly otherwise provided and subject to the limitations of this Charter, the mayor, with the approval of a majority of the members of the council, shall appoint the members of all independent boards and commissions. All members of Boards and Commissions dealing with the expenditure of funds and/or rate filings shall be residents of the City during their term of office.
Except expressly otherwise provided in this Charter, the members of boards and commissions shall elect their officers.
