The application procedure as outlined herein shall be followed by the developers of a mobile home park as set forth herein.
No person, firm or corporation proposing to open a mobile home park, extend, alter, or expand an existing mobile home park so as to accommodate additional mobile homes, in the Township of Darlington shall proceed with any construction work on the proposed park until they have obtained from the Township Planning Commission and the Board of Township Supervisors written approval of the preliminary plan for the mobile home park according to the procedure outlined herein, and have received a permit from the Township for such work.
Whenever this chapter refers to, or requires compliance with any other Township ordinances, resolutions or specifications, those ordinances, resolutions, or specifications or sections of the same, referred to shall be considered a part of this chapter as though the same were incorporated herein relative to the development, operation and maintenance of a mobile home park.
A. 
The mobile home park developer shall meet with the Planning Commission prior to formal application to discuss his plans and shall prepare a suitable sketch and plans sufficient to give a general understanding of his purposes. The Planning Commission shall inform the developer as to the general suitability of his plans and any other modifications required by this or other Township ordinances if they deem it to be in the best interest of the Township.
B. 
The preapplication shall include the following:
(1) 
General information: describe existing covenants, land characteristics, community facilities and utilities, number of mobile home lots, recreational areas and facilities, proposed general rules and regulations which will apply to applicants applying for mobile home sites.
(2) 
Location: submit a map showing the relationship of the proposed mobile home park to existing community facilities which serve or influence it, title, scale, and North arrow.
(3) 
Sketch plan: show in simple sketch form on a topographic map the proposed layout of streets, mobile home lots, service buildings, recreational areas, buffer strips, parking, and the location of proposed water service facilities, source of supply, sewerage collection lines, location of sewage treatment plant, or septic tank and subsurface leaching system.
C. 
Planning Commission review. The Planning Commission shall review the mobile home park plan submitted to the Planning Commission and may consult with the Board of Township Supervisors, any other Township representatives or authorities concerned, and may hold a public meeting to give owners of adjoining land an opportunity to discuss the mobile home park as it affects their property.
A. 
On reaching conclusions as recommended above regarding the general program and objectives, the developer shall prepare and submit five copies of a preliminary plan with improvement plans. This plan shall be submitted to the Planning Commission for review according to these standards.
B. 
The Planning Commission shall review the plan submitted covering the requirements of these regulations point by point, and may consult with the Township Engineer, Township Supervisors and officials of any other department or authority concerned.
C. 
Within 30 days of submission, the Planning Commission shall give a written report on the proposed mobile home park to the Board of Township Supervisors, recommending approval, conditional approval, or disapproval, together with reasons for action.
D. 
The Board of Township Supervisors shall act upon the preliminary plan within 15 days from the receipt by the Township Secretary from the Planning Commission, stating its approval, conditional approval, or disapproval, giving reasons for each, and may authorize, in writing, submission of final plan for review and approval.
E. 
Approval of all preliminary plans relative to the design and installation of utilities, sewage facilities, mobile home lots, interior drives, service and recreational facilities, and all other necessary data for the development of a mobile home park shall not constitute an approval of a final plan, but rather an expression of approval of the layout and data submitted on the preliminary plans as a guide for the preparation of the final plans.
All preliminary plans should include, but not be limited to, show or be accompanied, prepared and submitted according to the following specifications:
A. 
Material required in § 103-8.
B. 
Names and addresses of the owner or owners and developers of the property.
C. 
Name of the mobile home park.
D. 
Draft of general rules and regulations which will apply to applicants applying for mobile home sites.
E. 
The preliminary plan shall be drawn at a scale of 50 feet to the inch or greater.
F. 
North point, scale and date.
G. 
Name of registered engineer, architect or surveyor who has prepared topographic and property survey and plans.
H. 
Perimeter tract boundaries with bearing, distances, and area in acres.
I. 
Contours at vertical intervals of two feet, or in the case of relatively level tracts, at such lesser intervals as may be required for satisfactory study and planning of the mobile home park.
J. 
Datum to which contour elevations refer. Where reasonably practicable, data shall refer to known established elevations.
K. 
Show all existing watercourses, banks, tree masses, and other significant natural features.
L. 
Show location and size of all existing buildings; location, size and invert elevation of all sanitary and storm sewers; and location of all manholes, inlets, culverts, and bridges; water mains, gas mains, fire hydrants, telephone conduit lines, petroleum or petroleum products lines, and other significant man-made features.
M. 
All existing streets on or adjacent to the tract, including name, right-of-way widths, cartway widths and type of improvement materials used in cartway.
N. 
All existing property lines, easements and rights-of-way and the purpose for which the easements or rights-of-way have been established.
O. 
Location width and depth of all proposed mobile home lots with approximate dimensions, proposed minimum setback or building lines for each drive and lot; proposed playgrounds, service buildings, areas and parcels of land to be reserved for recreational use, buffer strips and parking spaces.
P. 
The preliminary plan shall show the names of owners of all abutting unplotted land and the names of all abutting subdivisions.
Q. 
Where the preliminary plan covers only a part of the developers entire holding, a sketch shall be submitted of the prospective layout of the remainder of the land.
R. 
Preliminary plan shall show the zoning boundaries, if any, that traverse or are within 300 feet of the area covered by the plan.
S. 
Preliminary plan shall show the system of all interior drives located within the mobile home park, the width of all interior drives, rights-of-way and easements, the location of all entrances or exits which provide access to all existing or proposed public streets or highways.
T. 
Subsurface conditions of the tract to be developed.
U. 
Profiles showing existing ground grades, proposed finished grades of all interior drives, typical cross section of interior drives and sidewalks, contours at vertical interval of two feet showing the proposed finished grades of all areas of the mobile home park to be graded.
V. 
The location, size, profile and material proposed for all storm drainage facilities.
W. 
The location, size, capacities, profile and material proposed for all sanitary sewage collection systems used, location of sewage treatment plant, outfall sewer and receiving stream, or location of septic tanks and subsurface leaching areas.
X. 
The location, source of supply, size, capacity and material proposed for water supply system.
A. 
All mobile home parks proposing to construct a sewage treatment plant for the treatment of all sewage from the mobile home park shall submit information as follows:
B. 
All reports shall include the basis of design, design flow rate, hydraulic gradient, receiving stream information, the degree of effectiveness at which the proposed plant will operate and produce an effluent satisfactory for discharge into a receiving stream.
C. 
All plans and reports submitted shall be in compliance with and according to the Pennsylvania Department of Health and the Pennsylvania Sanitary Water Board instructions for making application for permits to construct sanitary sewer systems and sewage treatment works as follows:
(1) 
Instructions for preparing application for sewage permit.
(2) 
Instructions to consulting engineer for preparation of summary report on sewage treatment works.
(3) 
Instructions to design engineers for preparation of summary report on sewage treatment works.
D. 
Approval of preliminary plans and reports for the sewage system and the sanitary sewage treatment plant shall not constitute approval of a final plan, but rather an expression of approval and is to be used as a guide to the preparation of the final plans.
All mobile home parks proposing to construct a septic tank and a subsurface leaching system for disposal of sewage shall submit information as follows:
A. 
All preliminary plans, information and reports submitted shall be in compliance with and according to Chapter 126, Sewers, Article I, Sanitary Sewage Disposal Systems, of the Code of the Township of Darlington, or any amendments or resolutions thereto.
In areas where a municipal sewer is available, the mobile home park shall be connected thereto.
A. 
Any proposed mobile home park which is 1,000 feet or less is considered available unless it is topographically impossible to construct sanitary sewers to the mobile home park.
The approval of any preliminary plan by action of the Planning Commission and the Board of Township Supervisors shall be effective for six months only, after which such approval shall be considered cancelled and rescinded, unless extended in writing by the Board of Township Supervisors.
A. 
Any plan in final form shall be submitted to the Planning Commission for final approval and shall be accompanied by the necessary supporting data in the same manner as is required with respect to preliminary plans and data submitted, five copies of each shall be submitted.
B. 
The final plan shall incorporate all modifications and revisions specified by the Planning Commission and the Board of Supervisors. Any plan or data submitted in final form may be considered as a preliminary plan, or as a revised preliminary plan, if the Planning Commission or the Board of Supervisors requires any modifications or alterations.
C. 
Within 30 days of submission of the final plan and supporting data, the Planning Commission shall give a written report on the proposed development of the mobile home park to the Board of Township Supervisors, recommending approval, conditional approval, or disapproval together with reasons for action.
D. 
All final plans shall be submitted to the Township Secretary at least 10 days prior to the regular meeting of Board of Township Supervisors and shall bear the signature of the Chairman and Secretary of the Planning Commission to a certified statement that all plans and data submitted are in compliance with the requirements of this chapter.
E. 
Within 30 days after their regular meeting, the Board of Township Supervisors shall notify the developer of their approval, conditional approval or disapproval together with reasons for action.
F. 
Final approval by the Board of Township Supervisors in no way whatsoever shall relieve the developer from complying with this chapter and all other rules, regulations and ordinances of the Township, county, state, or federal agencies regarding the development operation and maintenances of a mobile home park.
G. 
Three copies of the final approved plan and all approved supporting data shall be kept on file with the Township Secretary at all times.
