It is the intent of these regulations to control the installation, use, maintenance, repair and replacement of the water system or the parts thereof of the Village of Greenwood Lake, New York, and this chapter shall be known as the "Water Regulations of the Village of Greenwood Lake."
As used in this chapter, the following terms shall have the meanings indicated:
BOARD
The Village Board of Trustees, who shall constitute the Board of Water Commissioners as said term is used in Article 9 of the Village Law of the State of New York,[1] and who shall, through its Superintendent of the Water Department, exercise complete control over the water system of the Village of Greenwood Lake.
COMMERCIAL PROPERTY
Any property which shall not come within the definition below of "residence property."
CONSUMER
The owner or owners of premises supplied with water from the system.
PERSON
Any individual, association, partnership or corporation.
RESIDENCE PROPERTY
A building under one roof owned by one consumer and occupied as one residence.
SUPERINTENDENT OF WATER SYSTEM
The person designated and appointed by the Board to supervise the operation of the Village water system, inspect and supervise the employees of the Water Department, inspect and supervise the installation of connections to any and all parts to the system and enforce observance of the laws, rules and regulations of the water system of the Village of Greenwood Lake.
SYSTEM
The infiltration, gallery, pumping apparatus, reservoirs, reservoir sites, water mains, pipes and all appurtenances of the Village water supply and distribution facilities.
TWO-FAMILY RESIDENCE PROPERTY
Any property of a single building one or more levels under one roof, owned or leased by one consumer having an individual entrance for the lower floor occupants and one for the occupants of the upper floors.
WATER CLERK
That employee of the Village who shall have complete charge of all records of the water system and shall issue bills, receipts and other notices concerning the use of water, in the name of the Village Board, and collect all rents and other charges to be made in connection with the installation, use, maintenance and repair of water connections or water supply.

A. 
Any person desiring to be supplied with water from the system shall first make application to the Village Board, upon a proper form filed with the Village Clerk. duly executed by the owner of the property and accompanied by the fee hereinafter fixed for tap-in charges and for any other charges applicable to the service applied for at the time of making said application.

B. 
It is required that all necessary permits from federal, state and local governments be obtained prior to approval of any proposal made under this chapter.

Every person who shall be supplied with water by the Village of Greenwood Lake shall be deemed to have accepted and approved the laws, rules and regulations as prescribed for the water system of the Village of Greenwood Lake. The continuance to take water after any amendment or change or addition to said laws, rules and regulations shall be deemed an acceptance of such amendment, change or addition.
