All taps on the mains, whether above or below the ground, service connections and service pipes from the main, including the curb valve and box for the same, shall be made, put in and installed only by the Superintendent or employees of the water system or under the direct supervision of the Superintendent at the expense of the consumer. The Village reserves the right to refuse any tap for the period of October 21 through May 1 if weather conditions prohibit the same.

Service pipes will be installed by the Village from the main to a point at the property line of the consumer or for a maximum distance not to exceed 12 feet from the edge of the pavement, or to any building structure or obstruction constructed by the consumer on the highway, whichever distance shall be the least. Installation in excess of the maximum distance will be made at additional expense of the consumer.
A. 
No person shall make any tap on the main, either above or below the ground, or make any connection with the service pipe extending from the main to the curb valve except the Superintendent or employees of the water system, nor shall any person tamper with, disturb, destroy or in any manner interfere with any pipes, mains, connections or other property of the Village water system. Any digging from the curb box to the house will be done under the supervision of the Water Superintendent. A permit shall be issued by the Superintendent of the Water Department at no charge.

B. 
All service lines of 3/4 inch up to two inches extending from the curb stop to the building and/or meter shall be of Type K soft copper tubing, and only flare fittings of a type approved by the Superintendent are to be used, and the same shall be furnished and laid at the expense of the consumer, and all service lines extending from the curb stop to the building and/or meter of a larger size than two inches shall be cast-iron pipe, and only related fittings of a type approved by the Water Superintendent are to be used, and the same shall be furnished and laid at the expense of the consumer.
C. 
All new and/or replacement water supply systems shall be designed so as to minimize infiltration of the system by floodwaters. All services and main installations will be by AWWA standards.

A. 
No connection shall be made to the service pipe between the curb valve and the meter without written application by the consumer and the consent of the Superintendent.

B. 
All service pipes laid for year-round service shall be laid and maintained at a depth of not less than five feet below the surface of the ground to within 12 inches inside the cellar foundation and up to the water meter.

C. 
A sand ballast of four inches shall be placed below the service line and covered with no less than 12 inches of clean sand. No trench shall be backfilled on any service line until the same has been inspected by the Superintendent and tested for leaks, and no water service shall be furnished until the Superintendent has made such inspection.

A. 
If the Superintendent shall determine and decide that there is inadequate heating in any cellar served by year-round service so that there is a possibility that the pipes may freeze, he may, in his discretion, require underground meter installation on the building side of the curb stop, which underground meter shall be installed at the expense of the consumer, and no further service shall be provided until such underground meter is installed.
B. 
If the Superintendent shall determine and decide that there are uncorrectable conditions prevalent, such as cellar water or building additions made that do not permit the safe and prompt reading or inspection of the meter, he may, in his discretion, require a relocation of the meter to a place where it is accessible and where there are no obstacles to the safe and prompt reading or inspection of the meter, and which relocation shall be made at the expense of the consumer, and no further service shall be provided until such relocation is made.
A. 
All service pipes from the curb box to the meter shall be maintained and kept in repair and free from leaks at the expense of the consumer.

B. 
If a leak is found in the service pipe or in the building, the Village shall have the right to discontinue the supply of water and to collect the expense of shutting off the water, and water shall not then be supplied to the premises until all leaks are repaired and the charge for turning off and turning on the water shall be paid in full.
On any ground piping, a supplementary valve shall be installed on the service line as near the building as possible and shall be accessible at all times.
Any plumber employed by the owner in connection with a tap-in shall be considered the agent of the owner for the purpose of service of orders by the Superintendent of the Village water system and shall not be considered as acting for the Village of Greenwood Lake in any capacity.
No connection to any other source of supply of water shall be made or maintained to any pipe or plumbing fixtures that may be connected to the system of the Village unless a special permit has been obtained from the Superintendent, which permit shall be granted only upon the condition that the consumer will conform to current applicable regulations of the New York State Sanitary Code.

A. 
The Superintendent or any duly authorized employee of the Village water supply system acting as inspector may at all reasonable times, or in the event of an emergency at any time, enter any building supplied by water from the system for the purpose of making any inspection of the use of all plumbing and service pipes and of reading the meter, making repairs or replacing meters or determining whether water is being used in violation of the provisions of this chapter.
B. 
All meters shall be read semi-annually, without charge, or by special request of the property owner to the Village Clerk or whenever deemed necessary by the Superintendent or employee of the Village water system.

C. 
If a consumer requests a check of his/her meter reading of a newly installed meter, the first check will be without charge to make certain the meter is functioning properly. If a consumer requests a second check of the meter and the meter is found to be functioning properly, then the consumer will be subject to a meter check fee charge, rates established from time to time by resolution of the Village Board of Trustees.

No person except the Superintendent or employee of the Village water system or any member of a duly organized fire company shall operate, interfere with or disturb any hydrant. No water shall be taken from any hydrant except for use by a duly organized fire company except upon permission of the Superintendent.
