All residential and commercial properties shall be metered, with the exception of seasonal water service.

Seasonal residence properties that are not metered shall be furnished with seasonal water from May 1 to October 31 at the rate established from time to time by resolution of the Village Board of Trustees.

Year round single-family residences and commercial properties, that are supplied water, will be billed at established metered rates from time to time by resolution of Village Board of Trustees.

Two-family and other multifamily residential properties shall be required to be metered at the hereafter stated rates with a single meter for the entire premises, or the owner may elect to have separate meters for each family unit also at the stated rates. Two-family and/or other multifamily residential units shall be charged a minimum rate as shall be established from time to time by resolution of the Village Board of Trustees.

Unmetered residential rates, whether seasonal or year-round, shall be due and payable 30 days from billing date.

Meters shall be read on or about May 15 and September 15 of each year, and bills rendered for water consumed in each semiannual period will be due and payable 30 days from the billing date.
There shall be no abatement to any charge due under the provisions of this chapter, unless the premises are closed and the water disconnected by the Water Superintendent.
Unpaid water charges shall be subject to the following penalties:
A. 
Unpaid water charges in arrears for 30 days shall be subject to a penalty of 10% of the amount due.
B. 
If water charges are not paid within 90 days from the due date, the Village Board may cut off the supply of water to said premises upon 48 hours' notice by mail to the owner or operator of the premises, and water shall not be turned on until all charges for water due, including penalties and charges for turning off and turning on said water, have been paid in full.
C. 
All moneys due and payable by reason of the foregoing schedules shall become a lien against the property added to the tax rolls and, upon failure to pay same, shall be collectible in the same manner as for delinquent taxes.

Meter rates shall be established from time to time by resolution of the Village Board of Trustees.

If, after two attempts, the Water Superintendent is unable to read any meter because of the unavailability of the property owner or due to the inaccessibility of the meter due to any cause of the user, notice shall be sent to the property owner, and the owner shall be billed for water usage on an estimated basis, and the due date for paying the estimated bill shall be the same as if the meter had been read.

Nonregistering meters found or meters with broken seals or meters that have been bypassed shall subject the user to a billing based upon the corresponding past year's usage or, if in the judgment of the Water Department Supervisor deemed higher, at the estimated use for the year.

All water rates and charges will be accepted from and a receipt issued to the owner or owners of premises supplied with water from the system.
