It shall be the duty of the personnel board to:
(1) 
Examine and approve or disapprove the personnel system regulations prepared by the personnel director.
(2) 
Approve provisional appointments of the personnel director.
(3) 
Approve arrangements for the use of the services of other agencies as provided in this Charter.
(4) 
Waive residence requirements for employees as provided in this Charter.
(5) 
Determine the qualifications of applicants for the position of personnel director whenever a vacancy shall exist, and conduct such examinations for said position as it shall deem desirable; and to certify to the mayor a list of persons eligible for the position in accordance with the principles of the personnel system.
(6) 
Hear appeals from any action of the personnel director by any persons claiming to be injured by his ruling, and to make such orders after said hearings as it shall deem necessary.
(7) 
Make any investigations concerning personnel administration which it considers desirable, and to submit recommendations to the personnel director and the mayor.
