As used in this chapter, the following terms shall have the
meanings indicated:
JUNK DEALER
Any person who engages in business as a dealer and trader
in junk, old metals, scrap, rags, wastepaper or other secondhand articles.
JUNKYARD
Any place in or on which old metal, glass, paper, cordage
or other waste or discarded or secondhand material which has not been
a part or is not intended to be a part of any motor vehicle is stored
or deposited.
No person shall engage in business as a junk dealer or operate
a junkyard within the City of West Haven without first obtaining a
license from the Chief of Police of the City of West Haven.
No license shall be issued by the Chief of Police until the
applicant has registered with the Commissioner of the Connecticut
State Police and has obtained from said Commissioner a certificate
of such registration for display.
The Chief of Police shall issue such license to such suitable
persons as apply therefor, and he may revoke such license at any time
for cause. The fee for each license shall be $10, and each license
granted under the provisions of this chapter shall designate the place
where such business is to be carried on and shall continue for one
year, unless sooner revoked.
No license shall be issued for the operation of a junkyard where
the proposed location is prohibited by the building zone regulations
of the City of West Haven.
The provisions of this chapter shall not apply to any dealer
in motor vehicles nor to any dealer in antique household furniture,
china or glassware.
Any person who engages in the business of a junk dealer without
complying with the provisions of this chapter shall be fined not more
than $50.
