All moneys derived from annual user fees and any other moneys applicable to the support of the local sewerage system shall be segregated by the Township and kept in a separate fund which shall be known as the "Township of White Sewer Utility Fund." Said fund is hereby established and shall be used as required to:
A. 
Recover and/or pay all costs of acquisition, construction or operation, including the costs of raw materials, administration, real or personal property, maintenance, taxes, debt service charges, debt interest, fees, charges, surcharges, delinquent charges, interest, insurance, improvements, extensions, enlargements and/or replacements.
B. 
Establish a surplus in an amount sufficient to provide for the reasonable anticipation of any contingency that may affect the operation of the sewer system and, at the discretion of the municipal governing body, allow for the transfer of moneys from the budget for the sewer facilities to the local budget in accordance with § 5 of P.L. 1983, c. 111 (N.J.S.A. 40A:4-35.1).
It is expressly understood that the White Township Sewer Utility may retain the services of outside organizations to administer said ordinance and any provisions thereunder.
The Township Committee shall appoint a Sewer Appeal Committee, which shall consist of two Committee members and a Sewer Utility Clerk.
The Appeal Committee shall be responsible for the review of written complaints to the Township of White received from citizens regarding their sewer user charge calculations and/or sewer connection time requirements and such other related matters as the Township Committee may request that it consider. The Appeal Committee, after reviewing the written complaint, shall report its recommendations to the Township Committee. The Township Committee shall make the final decision as to matters referred by the Appeal Committee.
