It shall be unlawful for any person, firm or corporation to
obstruct in any manner the sidewalks by placing thereon any article
which does not permit the full use of the entire width of the sidewalk
by pedestrians.

Any person, firm or corporation who shall violate any provision
of this article shall, upon conviction thereof, be sentenced to pay
a fine not to exceed $1,000 plus costs or to imprisonment for a term
not to exceed 90 days, or both. Each day that a violation of this
article continues shall constitute a separate offense.
